The Regular Meeting of the Town Board of the Town of Macedon held July 13, 2017 at the Town Complex, 32 Main Street, in the Town of Macedon was called to order by Supervisor Sandy Pagano at 7:30 p.m.

RESOLUTION NO. 174 (2017) CAPITAL PROJECT FINANCIAL TRAINING

RESOLVED the Town Board authorizes the Supervisor to attend a Capital Project Financial Training on August 4, 2017, hosted by NYS GFOA, cost is $75 to be expensed from A1220.4

RESOLUTION NO. 176 (2017) PERSONNEL – LABRAKE

BE IT RESOLVED that the Town Board appoint Barbara LaBrake to the position of Court Clerk effective 7/31/17 in the amount of $17 per hour for five (5) weeks and $19 per hour starting September 5, 2017.

ROUNDTABLE:

*BOCES in Williamson carpentry class will be making 10 picnic tables to be distributed between Bullis and Gravino parks.

 

*DPW building on Main Street (formally the Village DPW) will need a new roof as there are several leaks throughout the building.

 

Councilperson Dave Maul enters the Board meeting at 8:03pm

 

Jim Hines from Wayne County Mental Health would like to meet with the Board regarding turning the DePaul house into a Mental Health Clinic. 

 

Highway Superintendent Christopher Countryman stated that the highway department will be oil/stoning several roads throughout the Town in the next couple weeks.

           

RESOLUTION NO. 180 (2017) PUBLIC HEARING SCHEDULED – HAMLET OF MACEDON SIDEWALK DISTRICT           

            WHEREAS, on March 15, 2016, the voters of the Village of Macedon elected to approve the Village’s Plan for Dissolution, which required the Village to dissolve on or before April 1, 2017; and

 

WHEREAS, the Town Board desires to establish a sidewalk district, known as the  “Hamlet of Macedon Sidewalk District” (hereinafter the “District”), to continue providing and maintaining sidewalks for the benefit of the residents located within the area formerly comprising the Village of Macedon, as depicted on the map and plan received by the Town Board showing the same; and

 

WHEREAS, the aforesaid map and plan is on file and available for review at the Town Clerk’s Office during regular business hours; and

 

WHEREAS, no improvements are anticipated for the creation of the District; and

 

WHEREAS, the Town Board anticipates that the maximum amount to be expended annually for operation and maintenance of said District shall be $13,700; and

 

WHEREAS, a tax levy not to exceed $0.47 per $1,000 may be imposed on the typical benefitted property located therein; and

 

Now on motion of Councilperson MCEWEN, seconded by Councilperson BABCOCK, all members present voting therefor, it is hereby

 

ORDERED, that the Town Board of the Town of Macedon will hold a public hearing on July 27, 2017 at 7:45 p.m. at the Macedon Town Hall, to consider the establishment of the Hamlet of Macedon Sidewalk District, as described above and set forth on the map and plan filed with the Town Clerk, at which time and place all persons interested in the subject thereof may be heard concerning the same, and it is further

            WHEREAS, on March 15, 2016, the voters of the Village of Macedon elected to approve the Village’s Plan for Dissolution, which required the Village to dissolve on or before April 1, 2017; and

 

WHEREAS, the Town Board desires to establish a lighting district, known as the  “Hamlet of Macedon Lighting District” (hereinafter the “District”), to continue providing and administering lighting service to the residents located within the area formerly comprising the Village of Macedon; and

 

WHEREAS, the Town Board has obtained a map and plan depicting the location of the proposed District, a copy of which is on file and available for review at the Town Clerk’s Office during regular business hours; and

 

WHEREAS, no additional improvements are anticipated for the creation of the District; and

 

WHEREAS, the Town Board anticipates that the maximum amount to be expended annually for operation and maintenance of said lighting District shall be $27,250; and

 

WHEREAS, a tax levy not to exceed $0.38 per $1,000 may be imposed on the typical benefitted property located therein; and

 

Now on motion of Councilperson MAUL, seconded by Councilperson MCEWEN, all members present voting therefor, it is hereby

 

ORDERED, that the Town Board of the Town of Macedon will hold a public hearing on July 27, 2017 at 7:50 p.m. at the Macedon Town Hall, to consider the establishment of the Hamlet of Macedon Lighting District, as described above and set forth on the map and plan filed with the Town Clerk, at which time and place all persons interested in the subject thereof may be heard concerning the same, and it is further

RESOLUTION NO. 182 (2017) PUBLIC HEARING SCHEDULED – HAMLET MACEDON DRAINAGE DISTRICT

 

            WHEREAS, on March 15, 2016, the voters of the Village of Macedon elected to approve the Village’s Plan for Dissolution, which required the Village to dissolve on or before April 1, 2017; and

 

WHEREAS, the Town Board desires to establish a drainage district, known as the  “Hamlet of Macedon Drainage District” (hereinafter the “District”), to continue providing and administering drainage services to the residents located within the area formerly comprising the Village of Macedon; and

 

WHEREAS, the Town Board has obtained a map and plan prepared by a competent engineer, duly licensed by the State of New York, depicting the proposed District, a copy of which is on file and available for review at the Town Clerk’s Office during regular business hours; and

 

WHEREAS, no additional improvements are anticipated for the creation of the District; and

 

WHEREAS, the Town Board anticipates that the maximum amount to be expended annually for operation and maintenance of said drainage District shall be $25,668; and

 

WHEREAS, a tax levy not to exceed $0.35 per $1,000 may be imposed on the typical benefitted property located therein; and

 

Now on motion of Councilperson BABCOCK, seconded by Councilperson MAUL, all members present voting therefor, it is hereby

 

ORDERED, that the Town Board of the Town of Macedon will hold a public hearing on July 27, 2017 at 8:00 p.m. at the Macedon Town Hall, to consider the establishment of the Hamlet of Macedon Drainage District, as described above and set forth on the map and plan filed with the Town Clerk, at which time and place all persons interested in the subject thereof may be heard concerning the same, and it is further

WHEREAS, the Town Board desires to establish a leaf and brush disposal district, known as the  “Hamlet of Macedon Leaf and Brush District” (hereinafter the “District”), to continue providing and administering leaf and brush pickup services to the residents located within the area formerly comprising the Village of Macedon; and

 

WHEREAS, the Town Board has obtained a map and plan depicting the proposed District, a copy of which is on file and available for review at the Town Clerk’s Office during regular business hours; and

 

WHEREAS, no additional improvements are anticipated for the creation of the District; and

 

WHEREAS, the Town Board anticipates that the maximum amount to be expended annually for leaf and brush pickup services within the District shall be $27,100; and

 

WHEREAS, a tax levy not to exceed $0.37 per $1,000 may be imposed on the typical benefitted property located therein; and

 

Now on motion of Councilperson MCEWEN, seconded by Councilperson BABCOCK, all members present voting therefor, it is hereby

 

ORDERED, that the Town Board of the Town of Macedon will hold a public hearing on July 27, 2017 at 8:10 p.m. at the Macedon Town Hall, to consider the establishment of the Hamlet of Macedon Leaf and Brush District, as described above and set forth on the map and plan filed with the Town Clerk, at which time and place all persons interested in the subject thereof may be heard concerning the same, and it is further
