The Regular Meeting of the Town Board of the Town of Macedon held October 24, 2013 at the Town Complex, 32 Main Street, in the Town of Macedon was called to order by Supervisor William H. Hammond at 7:30 p.m.

Andrew Iwasykiw Four Points Land Development LLC presented a revised plan for the Wayneport/Carlson development.  The updated conceptual plan addresses comments from residents and boards.  The primary change will be no new driveway on Wayneport Road.

 

Councilperson Paul Kenyon entered the meeting at 7:34 p.m.

 

RESOLUTION NO. 241 (2013) FOUR POINTS LAND DEVELOPMENT CONDITIONAL TPD APPROVAL

WHEREAS, Four Points Land Development, LLC made application to the Town of Macedon to obtain approvals to enable the construction and operation of a mixed use project pursuant to Article 14(TPD) of the Town Code at Carlson Lane and Wayneport Road,

 

AND WHEREAS, the Wayne County Planning Board reviewed the application at their regular meeting on September 25, 2013, and recommended approval of the project subject to several comments as outlined in a letter dated September 27, 2013,

 

AND WHEREAS, the Town of Macedon Planning reviewed the proposal at its regular meetings on 8/12/13 and 10/14/13 and has offered a positive referral relative to the project,

 

AND WHEREAS, the Macedon Town Board did hold a public hearing on the proposed project on 9/12/13 to obtain public comment,

 

AND WHEREAS, the Macedon Town Board did consider the Town and County Planning Boards’ and public comments and recommendations relative to the Conceptual Site Plan layout, and incorporated those comments as appropriate,

 

NOW THEREFORE BE IT RESOLVED that the Macedon Town Board conditionally rezones the project as a TPD District, subject to final approval by the Town Board as set forth in section 135-105, subject to review and approval by the Town Attorney and Town Engineer.

7:35 PM PUBLIC HEARING – FARMINGTON VOLUNTEER FIRE ASSOCIATION CONTRACT

The proposed one-year contract for the Farmington Volunteer Fire Association Contract authorizes $37,815 for the year 2014.

RESOLVED that the Town Board approves the fire protection agreement with the Farmington Fire Association in the amounts of $37,815 for 2014.

The proposed contract for the Macedon Center Volunteer Firemen’s Association authorizes $185,367 for the year 2014.

Councilperson Sandy Pagano announced a blood drive will be held at the Library on October 30, 2013 from 1-3 p.m.  She attended the Village’s Brownsfield Opportunity Area meeting on Wednesday evening.  Plans were presented for 8 & 15 years to revitalize from the Canal to the Village similar to Fairport.  Their web site is www.revitalizemacedon.com.  Marcy Frey is chairperson of the steering committee.

 

RESOLUTION NO. 256 (2013) PEACOCK CIRCLE DEDICATION

RESOLVED the Town Board accept Peacock Circle dedication of roadway, pump station, sewer lines and authorize to file upon developer paying cost of fees.

Saturday, October 26, 2013 the Macedon Police Department will be holding a prescription fill drop off from 10 a.m. to 2 p.m. at the Public Safety Building sponsored by DEA.  Last year 60 pounds of prescription drugs were collected.

 

A resident was concerned about the speed limit on Wayneport Road with the increase of traffic due to the new development.  Chief Colella has performed a study in the past and the average speed was minimal at peak times.  This area will be targeted for enforcement.

 

Gil Magee from the Village Fire Department asked if there was a tentative date for the Village Fire Contract public hearing.  Supervisor Hammond stated it had been postponed indefinitely. 

 

RESOLUTION NO. 256 (2013) EXECUTIVE SESSION

RESOLVED the Board enter Executive Session at 8:03 p.m. to discuss contractual issues and a particular personnel matter and Macedon Center Volunteer Fire Department and South Macedon Fire & Rescue were invited to attend.
