The proposed one-year contract for the Farmington Volunteer Fire Association Contract authorizes $36,360 for fire protection for 2013.

Chief Colella received grants for Buckle Up New York for in the amount of $728, Step Grant $2,600 and Stop DWI approximately $1,800, all for 2013.

 

7:45 PM PUBLIC HEARING – VILLAGE OF MACEDON FIRE PROTECTION

CONTRACT

 

The proposed contract for the Village of Macedon Fire Contract authorizes $95,366 for fire protection for the year 2013.

Mayor Marie Cramer addressed some concerns raised at the budget workshop.  The Village’s workers compensation does provide coverage for fire and ambulance in the Town.  They need to clarify if it covers all of Wayne County. 

 

The Town Board was asked to consider increasing the truck reserve by $30,000 instead of earmarking it for the fire truck bond payment.  The money budgeted for reserve will stay in the reserve.  It currently contains $30,000. 

 

Councilperson David Maul - The reserve should have a minimum of 2 years of payments from the Town. 

 

Mayor Cramer was not sure when the Village would need to buy the next truck.

 

The reserve amount of $30,000 is a 71/29% split Town/Village each year. 

 

Councilperson David McEwen - There should be $90,000 in reserve now from the Town. 

 

Councilperson Maul - The numbers are not adding up and I am not comfortable increasing the reserve fund. 

 

Councilperson Kenyon - Asked where the money was going. 

 

Councilperson Maul - In 2009 the Village bought a truck that cost more than the reserve funds, more than they needed and then you send us the bill without the Town at the table while discussing purchasing.

The amount the Town has budgeted for the Village Fire is $6,000 more than last year, which already includes $30,000 for reserve funds.  This is a large increase compared to Farmington and Macedon Center.

 

The Board does not want to contribute more.

RESOLUTION NO. 230 (2012) VILLAGE OF MACEDON FIRE PROTECTION CONTRACT APPROVED

RESOLVED that the Town Board agrees to pay the sum of $95,366 for fire protection to the Village of Macedon, which includes coverage town wide by fire protection for the Macedon Fire Protection District for the calendar year 2013.

911 called the Town’s Code Enforcement Officer to a fire at the Macedon Elementary School in the absence of the Village’s CEO.  Dick Thompson has informed the Town an intermunicipal agreement with the Village is needed. 

 

8:00 PM PUBLIC HEARING - REYNOLDS/MCEVOY-CURTAIN EXPANSION OF A NON-CONFORMING USE

 

RESOLUTION NO. 231 (2012) WAIVE READING OF LEGAL

RESOLVED the Town Board waives reading of the legal published in the October 13, 2012 issue of the Times.

Mr. Reynolds is requesting this expansion to work on heavy duty trucks and provide inspections.  The Town Board received a positive referral from the Planning Board.

Councilperson Maul gave an overview of the 2013 budget.  The presentation is attached.

 

A resident questioned why revenues were down.  Accountant Kim Leonard attributed it to cuts in state aid and interest rates.

Town Attorney Anthony Villani filed a notice of claim with the Village of Macedon a month ago regarding a 29 year old sewer contract.  The Village has hired Rochester lawyers and scheduled a 50H hearing on November 14, 2012.
