A Regular Meeting of the Town Board of the Town of Macedon held August 9, 2012 at the Macedon Town Hall, 23 West Main Street, Macedon, NY was called to order by Supervisor William Hammond at 7:30 p.m.

RESOLVED the Town Board award the bid for 2012 or newer track excavator to Vantage Equipment, LLC at the bid price of the option #2 - 6 year lease agreement at  $36,694.14 (includes trade-in) to be expensed from SD8540.4.

RESOLVED that as provided in Section 37 of the Town Law of New York State the Town Board of the Town of Macedon does hereby appoint the following individuals to collect for the 2010-2011 school year:

 

Cathy Herzog as School Tax Collector for the portion of Wayne Central School District within the Town and be it further

 

RESOLVED that Lynne Green is appointed Tax Collector for the portion of the Palmyra-Macedon Central School District within the Town and be it further

 

RESOLVED that Nicole Ritz is appointed School Tax Collector for the portion of Victor Central School District within the Town and be it further

7:35 PUBLIC HEARING - TJJK PROPERTIES SPECIAL USE PERMIT

 

RESOLUTION NO. 165 (12) WAIVE READING OF THE LEGAL NOTICE

RESOLVED the Board waive reading of the legal notice published in the 7/22/2012 issue of the Times.

This SUP would allow TJJK Properties LLC to operate a campground at 997 NYS Route 31, Macedon.

 

Don Lewis, A.E.Y. Engineering Project Engineer, presented an overview of proposed campground.  The project will be located at 997 NYS Route 31, Macedon, consisting of 130 acres, north side of Route 31, south of the Barge Canal, west of Bullis Park and will occupy 100 acres. The property is zoned Office/Research/Manufacturing and requires a special use permit.  The layout consists of 300 campsites with a 50/50 split of seasonal and daily use sites, office, store, restrooms, pool and sewers.  An extension of the existing town right-of-way through a portion of Bullis Park will be needed to provide access to the public roadway.  Preliminary plans and phase 1 will be submitted next week to the Planning Board.  Planning will declare lead agency for SEQR

 

One resident spoke against the proposal having previously owned a campground.  The concerns raised were drinking, DWI, number of campsites, impact on use of park, vehicles, police, ambulance, fire and property values.

 

A resident spoke in favor of project and gave a character reference.

 

Owner and operators Kevin and Barbara Heald have studied behavior issues for 3-4 years across the state.  They have established rules which include an age limit and very strict rules.

 

No other public comments, the public hearing will be left open and readvertised as a continuation to allow Planning to complete SEQR review before Town Board action on the Special Use Permit.

 

The Gananda School Board met with the Macedon Town Board to discuss sharing opportunities and development in Gananda. 

 

Greg Campbell came before the Board to discuss Bullis Park.

RESOLUTION NO. 166 (12) WIEDRICK & EDDY ROAD TRAFFIC CONTROL MODIFICATION

Whereas, the Town Board and Town Staff have received numerous citizen complaints relative to motor vehicle collisions at the intersection of Eddy and Wiedrick Road,

 

And whereas Eddy and Wiedrick Roads are both Town jurisdictional roads,

 

And whereas the Town Engineer and Highway Superintendent have conducted an accident history search and traffic count on the intersection and immediate surrounding area,

 

And whereas, based on a review of all available information, it is the opinion of both the Highway Superintendent and Town Engineer that the traffic control at this intersection should be modified from its existing configuration to a four-way stop with appropriate signage,

 

Be it resolved, the Town Board authorizes the Highway Superintendent to modify the signage at the intersection as recommended to create a 4 way stop, and provide appropriate notification to the public of this change.

RESOLUTION NO. 167 (12) PUBLIC SAFETY BUILDING ENTRY FOOTERS

Whereas, it is the intent to construct an enclosed entryway at the rear of the Public Safety Building,

 

And whereas, this entryway will require footings between the buildings,

 

And whereas three quotes were requested from local masons,

 

And whereas two quotes were received as follows:

 

          Brad Jacobs & Sons Masonry, Inc.         $2,875.00

          AEY Enterprises, Inc.                            $3,400.00

 

Now therefore be it resolved that the Town Board approves the quote provided by Brad Jacobs & Sons Masonry, Inc, as the lowest responsible bidder, for a lump sum price of $2,875.00,

 

And be it further resolved that this be expensed from A1620.200-A0232

RESOLVED that a public hearing be set for October 25, 2012 at 7:35 p.m. prevailing time at the Macedon Town Hall for the purpose of obtaining public comment on the proposed fire protection agreement between the Farmington Volunteer Firemen’s Association and the Town of Macedon for fire protection services for the years 2013 & 2014.

RESOLUTION NO. 177 (12) VILLAGE OF MACEDON SEWER COMPLIANCE

RESOLVED that the Town Attorney be authorized and directed to demand compliance by the Village of Macedon with those sections of the sewer contract requiring the Village of Macedon to convey an ownership interest in the sewer plant as is set forth in the agreement.
