A Regular Meeting of the Town
Board of the Town of Macedon held September 23, 2010 at the Town Offices, 32
Main Street in the Village of Macedon, was called to order by Supervisor
William Hammond at 7:30 P.M.

Supervisor Hammond introduced Dr. Edward Papenfuse, Maryland State Archivist and Commissioner of Land Patents.
Dr. Papenfuse presented the restored first volume of the Macedon Town Records dating 1823-1851. In the 1960’s Dr. Papenfuse’s Uncle, John Wilson, past Supervisor for the Town of Macedon, briefly District Attorney for Wayne County and long time town attorney for Macedon, salvaged the earliest town records from a fire. John Wilson gave the book to his nephew to rebind in memory of his great Aunt, Sara Wilson. Congressman Frank Horton presented the restored book to the Macedon Historical Society at a ceremony in a town park. Mr. Horton did so in recognition of the need to preserve the town’s records for public use. Dr. Papenfuse spoke about the history of the Town, especially its role in the Abolitionist movement. The William R. Smith Farm was a working school for the education of former slaves in the 1850’s. One of the Edmonson Sisters received their basic education there.
Sally Millick, Macedon Center Historical Society Historian discovered the 1823-1851 volume in a file cabinet damaged by water. Together Sally Millick and Judy Gravino, Macedon Town Clerk contacted Michael Hanson at Kirtas. With support from the Church of Latter Day Saints, Kirtas scanned the pages for the bound volume reprint edition. Dr. Papenfuse at the Maryland State Archives scanned the conserved pages for an on-line ebook and rebound the original in protective sleeves for the Town of Macedon as a permanent memorial to John M. Wilson and Sara E. Wilson.
RESOLVED that the Town of Macedon accept the return of the original restored records of the town government for the years of 1823 to 1851 from Dr. Edward Papenfuse, Maryland State Archivist and Commissioner of Land Patents and

RESOLUTION NO. 208 (10) PUMP STATION GENERATOR BID AWARD
WHEREAS the Town of
Macedon solicited bids for Pump Station Improvements in the Times on August
22nd and 29th issues and
WHEREAS the bids were
publicly opened on September 17, 2010 at 10:00 a.m.
And
WHEREAS the lowest
bidder did not submit required bid bond
BE IT RESOLVED the Town
Board awards the Pump Station Improvements to the second lowest bidder, L&O
Plumbing & Heating Inc. at a bid price of $74,320 to be expensed from the
Capital Sewer Improvement Project Fund and authorizes the Town Supervisor sign
contract contingent upon approval of the Town Attorney.

ROUNDTABLE:
Councilperson David Maul
will have quotes for the microphone system by the end of September. He inquired about the computer backup systems.
Councilperson David
McEwen requested we move ahead with the videoconferencing, which would allow a
member of the board to participate from an off-site location. Councilperson
Sandy Pagano voiced her opposition. Open
Meetings Law defines a “Meeting” as the official convening of a public body for
the purpose of conducting public business, including the use of
videoconferencing for attendance and participation by the members of the public
body. The public shall be provided the
opportunity to attend, listen and observe at any site at which a member
participates. Public notice for the meeting shall identify the locations for
the meeting and state the public has a right to attend at either location. The videoconferencing must provide audio and
visual contact with the board.
Councilperson Paul
Kenyon discussed police ID cards programmed to be used in the school district
as well as the public buildings.
Councilperson Sandy
Pagano noted the Macedon Historical Society will be hosting a meeting on the
historical organization on October 5 at noon.
Bev Kelly will offer a walking tour of homes in the area.
Supervisor Hammond
presented an invitation to an open house to be held by Wayne ARC’s at the
Lindsey Redmond Center on October 14, 2010 from 3 to 6 p.m. celebrating
“National Disability Employment Awareness Month”.
Town Clerk Judy Gravino
reported the draft dog licensing local law has been posted on the NYS Ag &
Markets web site.
Earl Hinkson asked Supervisor Hammond about the recycling letter that was anonymously mailed out. Supervisor Hammond explained that residents are paying for recycling based on the assessed value of their home. Businesses pay but cannot use.
The Budget Workshop
Meeting will be held October 7, 2010 at 5 p.m. in the Town Hall. This meeting is open to the public.
