A Regular Meeting of the Town Board of the Town of Macedon held November 12, 2009 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

REPORTS:  Chief Colella presented the Step Traffic Report and monthly report.

He also stated the grant received by the department for $10,346 allowed the department to purchase a handheld laser radar.

RESOLVED that the Town Accountant Kim Leonard be authorized to make any necessary adjusting and budgetary journal entries in closing the 2009 fiscal year.

RESOLUTION NO. 259(09)  ORGANIZATIONAL MEETING SCHEDULED

RESOLVED the Board schedules the Organizational Meeting on January 6, 2009 (Wed.) at 4 PM.

Charles Rothfuss of the Gananda School Board spoke to the Board about being in the process of a 5-year plan in seeing where their future is and what the schools will look like.  As part of the plan, they find there is a need for a better working relationship with the Towns of Walworth and Macedon.

 

Jim Haitz, Director of Wayne County Mental Hygiene and Lakeview Community Resources addressed the possibility of affordable housing needs within Wayne County and Macedon for individuals being served by the Wayne County Health Department as well as low-income individuals.  The project would be “mixed-use” consisting of 40-60 units at a cost of approximately $8 to $12 million dollars.  The developer is presently looking at sites behind Wal-Mart, the Goodwill Store and Lowes.  The need is for the clients to be close to public transportation as well as employment opportunities.  The project would be approximately 46,000 square feet and three stories, not including parking on a 5-10 acre footprint.  The Board expressed its concerns about a possible PILOT for the project.

 

Supervisor Hammond congratulates Chief Colella and his department for being selected to receive a Law Enforcement Award for outstanding performance and contributions in promoting highway safety from the Governor’s Traffic Safety Committee, NYS Division of Criminal Justice Services, Mothers Against Drunk Driving, and STOP-DWI New York.

 

RESOLUTION NO. 260(09) LAW ENFORCEMENT AWARD LUNCHEON ATTENDANCE

RESOLVED the Town Board authorizes Chief Colella, Officer William Powell, and Councilperson Paul Kenyon to attend the Law Enforcement Award luncheon on November 17 in Albany.

RESOLUTION NO. 261(09)  LOCKERS FOR COMMUNITY SAFETY BUILDING

RESOLVED the Town Board authorizes Chief Colella to purchase 10 lockers from the NYS contract from Corecraf at a price not to exceed $3,200.  The money to come out of the Federal Drug and Seizure account AF3120.200 at no cost to the taxpayer.

RESOLUTION NO. 262(09)  PURCHASE OF LIVESCAN FINGERPRINTING DEVICE

RESOLVED the Town Board authorizes Chief Colella to purchase Livescan card reader fingerprinting system from Identity Solutions relating to the NYS contract at a price not to exceed $32,040 to be expensed from account AF3120.200 at no cost to the taxpayer.  After the first year, there is a $1,000 fee for the transmission line annually through Onondaga County to Albany and a $4,100 maintenance fee for 24/7 software and equipment coverage.

RESOLUTION NO. 263(09)  LAW ENFORCEMENT EXECUTIVE TRAINING

RESOLVED the Town Board authorizes Chief Colella to attend the Law Enforcement Executive Training at Utica College on December 3 & 4, 2009 relating to human resource management and legal updates.  Costs to be limited to tolls and lodging for $78 to be expensed from A3120.400.

RESOLUTION NO. 264(09)  POLARIS RANGER PURCHASE

RESOLVED the Town Board approves the purchase of the Polaris Ranger from Filer’s Powersports at the cost of $6599.

RESOLUTION NO. 265(09)  CARPET CLEANING

RESOLVED the Town Board accepts the lowest responsible bid from Quick Dry Carpet Care in the amount of $690 for carpet cleaning in the Town Hall and Library and authorizes the Supervisor to sign agreement.

The Supervisor received correspondence from R.L. Powers Heating, LLC for servicing of the radiant heating system at the Public Safety Building.

 

RESOLUTION NO. 266(09)  INSPECTION AND BURNER MAINTENANCE SERVICE

RESOLVED the Supervisor to sign an agreement for radiant gas inspection and service from R.L. Powers Heating, LLC at a cost of $16 per hour.

Supervisor received correspondence from Dave Matthews of Shelly Associates regarding working with the Town on a master plan for Bullis Park.  The Supervisor, Councilpersons Maul and Kenyon, and Recreation Director Norb Miller to schedule a time to get with Mr. Matthews on a design for the  Bullis Park expansion.

 

A thank you letter was received by Chief Colella from Attorney General Andrew Cuomo for the Chief’s invitation of their office to share in the Smart Seniors presentation at Parkwood Heights with respect to protecting their security and identity theft.

 

The Supervisor received correspondence from Computel Consultants.  The firm investigates franchise fees and whether your municipality has been underpaid.  There is only a charge if a refund has been secured.

 

RESOLUTION NO. 267(09)  CONTRACT WITH COMPUTEL CONSULTANTS

RESOLVED the Supervisor to sign an agreement with Computel Consultants for franchise fee investigation.

Round Table:

Councilperson Maul has received communication from Judge Reinstein concerning the quality of the recordings by the microphones in the court/meeting room.  The State mandates that there be a recording of court hearings.  Councilperson Kenyon to meet with Pal-Mac IT personnel to obtain other options for recording and get with Councilperson Maul concerning his findings.  Councilperson Maul to work with Judge Reinstein on these options.

 

Councilperson Maul gave an update on the Regional Ambulance Exploration.

 

Councilperson Pagano reported on upcoming events in the town which are also listed on the Macedon Palmyra Walworth Chamber of Commerce website at MPWCC.org.

 

Friday, December 4, the Annual Christmas Tree Lighting Celebration at 7:00 pm at the corner of Routes 31 and 350.

 

Saturday, December 5, Breakfast with Santa from 8-11 am at the Pal-Mac Intermediate School (formerly the Elementary School).

 

Sunday, December 6, Christmas OPEN HOUSE at the Historic Macedon Academy located on Route 31F just west of Canandaigua Rd. from 1-4 pm

 

Tuesday, December 8 is the Annual Chamber of Commerce Christmas Party at Parkwood Heights.  Social 6:00 pm, dinner 6:45 pm and program at 7:30 pm.  Cost is $25 per person and $45 per couple.

 

Friday, December 18 the annual Torchlight Parade begins at the Macedon Fire Hall to the Pal-Mac Intermediate School via Main Street then West Street.

 

Attorney Villani has received recommendations from Highway Superintendent Richard Roets and Town Engineer Scott Allen for dedication of Chesterwood Drive to the Town.

 

RESOLUTION NO. 268(09)  CHESTERWOOD DRIVE DEDICATION

RESOLVED accepting Chesterwood Drive for dedication upon receipt of the original papers and fees associated herewith.

Attorney Villani will have papers at the next Board meeting concerning the Dimino easements for the pump station for water/sewer/gas.

 

Attorney Villani needs authorization from the Towns of Walworth and Macedon to enter into a Joint Defense Agreement with regard to the lawsuit by Macedon Land Development.  The Supervisor and Councilperson Kenyon to attend a meeting with Attorney Villani and the Town of Walworth.

 

Attorney Villani reported on the progress of the Ambulance Director’s contract and the Pliant assessment litigation.

 

Supervisor Hammond reported attending the Veteran’s Day dinner with Councilperson Pagano and congratulates Charleen Lawrence for being chosen as “Citizen of the Year”.

 

The Town Board enters into executive session at 9:29 pm.
