A Regular Meeting of the Town Board of the Town of Macedon held August 28, 2008 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond 7:30 P.M.

RESOLUTION NO. 178 (08) APPROVAL OF MINUTES

RESOLVED the Board approves the minutes of August 28, 2008 with the following correction:

RESOLUTION NO. 179 (08) OPPOSING THE PROPOSED CHANGES TO THE PUBLIC HEALTH LAW, CONSOLIDATING LOCAL REGISTRARS OF VITAL STATISTICS

WHEREAS, the NYS Department of Health has developed a program bill that would allow the Commissioner to consolidate the function of the local registrars of vital statistics, and

 

WHEREAS, the Commissioner could consolidate these services without county legislative approval, and

 

WHEREAS, the local town and village Clerks have provided this service professionally and efficiently over the years, and

 

WHEREAS, many citizens are under financial stress due to high fuel costs, and

 

WHEREAS, the County’s geography would increase this burden since services would be located further from the residents,

 

NOW, THEREFORE, BE IT RESOLVED that in the interest of good government, the Macedon Town Board opposes the consolidation of the function of local registrars of vital statistics,

 

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to our Governor and State Elected Officials to encourage their support and move this proposal forward.

In a letter dated July 25, 2008 Wayne ARC submitted their interest and intent to establish an Individual Residential Alternative in the Town of Macedon.  The potential site for the home is 927 Victor Road.  This is a twenty (20) acre site that was donated to the agency.  The home would be constructed on .78 acres in the upper parking area and house six individuals.  Individuals residing in a residential home attend various vocational, day habilitation and educational programs, as well as participating in evening and weekend recreational programs.  Attorney Villani did not believe this was part of their original plans that were submitted for a Special Use Permit. Subdivision of the property was also in question. 

 

RESOLUTION NO. 180 (08)  MACEDON CENTER FIRE ASSOCIATION FIRE PROTECTION SERVICES PUBLIC HEARING SET

RESOLVED that a public hearing be set for October 23, 2008 at 7:35 p.m. prevailing time at the Macedon Town Hall for the purpose of obtaining public comment on the proposed fire protection agreement between the Town of Macedon and the Macedon Center Volunteer Firemen's Association for fire protections services for the year 2009.

RESOLUTION NO. 181 (08) FARMINGTON FIRE ASSOC. FIRE PROTECTION SERVICES FOR THE YEARS 2009 & 2010 PUBLIC HEARING SET

RESOLVED that a public hearing be set for October 23, 2008 at 7:45 p.m.

Prevailing time at the Macedon Town Hall for the purpose of obtaining public comment on the proposed fire protection agreement between the Farmington Volunteer Firemen’s Association and the Town of Macedon for fire protection services for the years 2009 & 2010.

RESOLUTION NO. 182 (08) VILLAGE OF MACEDON FIRE SERVICES PUBLIC HEARING SET

RESOLVED that a public hearing be set for October 23, 2008 at 7:55 p.m. prevailing time at the Macedon Town Hall for the purpose of obtaining public comment on the proposed fire protection agreement between the Village of Macedon and the Town of Macedon for the year 2009.

RESOLUTION NO. 183 (08) PRELIMINARY BUDGET PUBLIC HEARING SET

RESOLVED the public hearing be set for October 23, 2008 at 8:05 PM prevailing time at the Macedon Town Hall for the purpose of obtaining public comment on the preliminary 2009 budget for the Town of Macedon and directs the Clerk to publish notice of said hearing.

RESOLUTION NO. 184 (08) LIBRARY RESIGNATION – JEFFERSON        

RESOLVED the Town Board regretfully accepts the resignation of Chuck Jefferson from the Macedon Public Library Board of Trustees effective August 28, 2008.  (The term expires 12/31/2009 and would be a Library Board appointment to fill a vacancy.)

The Model Airplane Group has raised money for the past three (3) years and donated to different groups.  This year $716 was donated to the Macedon Town Ambulance.

 

RESOLUTION NO. 185 (08)  HIGHWAY EMPLOYEE HIRED - BUEG

BE IT RESOLVED that the Town Board authorizes Richard Roets, Highway Superintendent, to hire Michael Bueg as a Heavy Equipment Operator at a rate of $15.00 per hour effective 9/15/2008 subject to a 26-week probationary period.

Chief Colella reported to the Board:

  1. Chief Colella is working with the Supervisor, Village and Town Justices on security measures for the Town Hall. 
  2. A three (3) day Executive Training Seminar was approved.
  3. Handguns will be upgraded through the current budget and seizure fund.
  4. Livingston County used our equipment to help solve the recent home invasions.

 

Councilman David Maul received a note from Linda DePuy expressing her gratitude for the Fife & Drum recognition.

 

Steven Gall from 2426 Cornwall Drive advised the Board of a culvert problem on 31F that floods his property.  The Supervisor will talk to Dick Roets and/or the State due to 31F being a state highway.  This has been a reoccurring problem.

 

Macedon Hills Family Restaurant notified the Town of their intent to renew their wine license.

RESOLVED that Sue Datthyn be appointed as Assistant to the Town Assessor effective September 2, 2008.
