A Regular Meeting of the Town Board of the Town of Macedon held March 23, 2006 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

RESOLUTION NO. 89 (06) APPROVAL OF MINUTES

RESOLVED the Board approves the minutes of March 9, 2006 as presented.

RESOLUTION NO. 90 (06) TRANSFER

BE IT RESOLVED the Town Accountant be authorized to transfer $15,775 from TE-9901.900 to A-5031 and that the resolution be subject to permissive referendum.

Notice is hereby given that the Town Board of the Town of Macedon, Wayne County, New York, at a regular meeting held on March 23, 2006, duly adopted, subject to a permissive referendum, a resolution, an abstract of which is as follows:

            RESOLUTION AUTHORIZING THE TOWN BOARD TO EXPEND FUNDS

FROM THE PARKS & RECREATION RESERVE FUND OF THE TOWN

OF MACEDON, SUBJECT TO PERMISSIVE REFERENDUM

The Town Board of the Town of Macedon, duly convened in regular session, does hereby resolve pursuant to the provisions of section 6-c of the General Municipal Law of the State of New York that the Town Account of the Town of Macedon be and she hereby is authorized and directed to transfer from the Parks & Recreation Reserve Fund of the Town of Macedon to an Interfund Transfer Account for Macedon Library expenses in the amount of $13,500 and Recreation expenses in the amount of $2,275.

 

This resolution shall be subject to a permissive referendum, as permitted by law.

RESOLUTION NO. 91 (06) TOWN CLERK SOFTWARE SUPPORT

RESOLVED the Town Board approves the annual Town Clerk software support contract with Williamson Law Book Company dated March 15, 2006 in the amount of $550 and authorizes the Town Clerk to sign said contract.

RESOLUTION NO. 92 (06) EMPIRE NATURAL GAS CORP. AGREEMENT

RESOLVED the Town Board approves the Nonresidential Firm Gas Sales & Purchase Agreement with Empire Natural Gas Corp. effective October 1, 2006 through September 30, 2007 and authorizes the Supervisor to sign said agreement.

RESOLUTION NO. 93 (06) FEE SCHEDULE AMENDMENT

RESOLVED the Town Board eliminates No. 6 Zoning Violation Fee listed on the  fee schedule due to violations being addressed in the Town Code Book.

RESOLUTION NO. 94 (06) SECURITY SYSTEM

BE IT RESOLVED the Town Board authorizes the Supervisor to sign the contract with Simplex Grinnell in the amount of $3,700 or other vendor with a more attractive contract subject to the attorney’s approval.

Mike Jankowski, Wayne County Clerk will hold a passport clinic on Thursday, April 13, 2006 from 6 p.m. to 7:30 p.m. at the Macedon Town Hall.  The forms and photo taking service will be available.

 

While the Board was in support of the Citizens for Community Wellness group’s efforts, the Town Board has requested someone appear before the Board prior to formally submitting written support.  They have been asked to present a business plan that would support the group’s goal of a self-supported recreation center that would be no tax burden to the taxpayers.

 

Dave Lyon, Chairman of the Wayne County Health Care Plan Trust advised the Town of Macedon that the Trust discussed their request to withdraw from it.  The Town would be allowed to pursue other Health Insurance avenues effective November 1, 2006.  The Town had discussed withdrawing as of 1/2006.  When the Trust researched the bylaws they required a notice of 1 year.  The County offers several plans.  As a result of employees requesting different plans, beginning June 1 the Town will offer alternative plans.  The Board is currently investigating the different options.

 

RESOLUTION NO. 95 (06) EXECUTIVE SESSION

RESOLVED the Board enter Executive Session at 8:32 p.m. to discuss litigation.
