A Regular Meeting of the Town Board of the Town of Macedon held January 12, 2006 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

Upon Roll Call, the following members of the Board were present:

John Colella, President of the Macedon Association of Police Officers, expressed the Association’s interest in helping to improve the image of this community.  He requested a committee be formed to look into replacing the current sign at Bullis Park.  The following individuals volunteered to work with the Association - Norb Miller, John Colella and Dave McEwen.

 

RESOLUTION NO. 28 (06)  APPROVAL OF MINUTES

RESOLVED the Board approves the minutes of January 3, 2006 with the following correction:

RESOLUTION NO. 30(06)  VILLAGE OF MACEDON – USE OF VOTING

                                                 MACHINES

RESOLVED the Town Board authorizes the Village of Macedon to use two (2) voting machines for the Village Elections to be held March 21, 2006 at the Village Highway Barn and that any cost for damages will be borne by the Village of Macedon.

RESOLUTION NO. 31(06)  FARMLAND PRESERVATION – KEMP, TOOMEY

 & GELDORF

RESOLVED the Town Board approves the budget as prepared by Ora Rothfuss and the Wayne County Planning Department is authorized to make application on behalf of  the Macedon applicants for the conservation grants.

RESOLUTION NO. 32 (06)  PARK MOWING

RESOLVED the Town Clerk be authorized to advertise for bids for mowing of the Town parklands.

Marge Harloff will be present at the next meeting to answer any questions on the nursing home.

 

It was the consensus of the Board to continue to rent the farmland associated with the Weisschadel property.  The Board authorized the area north of the driveway and previously farmed areas.  Highway Superintendent Roets was directed to remove the out buildings to eliminate liability. The water will be shut off at the road and oil will be used to depletion.

 

8:00 PM – HILLSIDE CHILDREN’S CENTER – PUBLIC HEARING

 

RESOLUTION NO. 33 (06)  READING OF THE LEGAL NOTICE WAIVED

RESOLVED the reading of the legal notice published in the January 2, 2006 issue of the Times be waived.

Hillside Children’s Center notified the Town on December 7, 2005 that they had purchased 1001 Farmington Road with the intent to establish a community residence or Individual Residential Alternative in the Town of Macedon.  The residence will support individuals with developmental disabilities.  They will attend school or work in the community.   Hillside Children’s Center was not present at the public hearing.

 

The Supervisor stated that the Board must respond to Hillside, which will include comments made tonight from the public.

 

Holly Waye represented the Concerned Residents of Farmington Road.  She presented the Board with a handout, displayed pictures of the proposed home and viewed a tape.  In conclusion the handout read: “As members of the Concerned Residents of Farmington Road, we do feel this Group Home would change the nature and character of our neighborhood.  We would appreciate full consideration in selecting an alternative site.  One that is conducive to:  public utilities, sidewalks, street lights, being fiscally prudent, able to be reached by emergency services and has less safety concerns and hazards.”

 

The following individuals spoke from the group with their concerns:

Mark Karalia – worse spot for traffic on the road

Arnie Pechler – the biggest hazard is the creek with severe banks

Kieth Trammel – no sidewalks, streetlights, not the best road to have a business on

Marlene Drake – Farmington Road is not the right place for this

Joy Pechler – dangerous bus stops

Laena Karalia – no shoulders on the road or sidewalks

Sharon Landon, who formerly owned the property

Kathy Miller – was concerned that it was already decided that these youngsters with disabilities shouldn’t live in this community

The Town Board assured her that that was not the case.  The focus is whether there are more appropriate locations.

 

RESOLUTION NO. 34 (06)  PUBLIC HEARING CLOSED

RESOLVED the Public Hearing be closed at 8:37 p.m.

As the Supervisor stated prior, a letter will be going out to Hillside, which will include the concerns of the residents and offer alternative sites.

 

RESOLUTION NO. 35 (06)  HILLSIDE CHILDREN’S CENTER

RESOLVED the Town Board recommends the list of alternative sites for the Hillside Children’s Community Residence Group Home in the Town of Macedon and the Supervisor is authorized and directed to communicate these recommendations to the applicant and commissioner according to the timeline.

After discussing the costs involved with renting a postal meter it was the consensus of the Board not to acquire one.
