Supervisor Hammond commented on the article in the Times under the Palmyra Village Board Meeting regarding truck traffic.  The Palmyra Village Board approved a Memorandum of Understanding with the Department of Transportation to perform truck traffic inspections to try to reduce truck traffic on Route 21 between the Thruway and Route 31.  The truck inspection station will be at the Palmyra Highway Barns on Kent Street for six (6) months.  These trucks travel on Route 21 as the most direct route to Route 31, which is a state road that has just been reconstructed.  It was felt that this was harassment of trucks.  The Board does not agree with establishing an inspection station at West Wayne Plaza in the future.  West Wayne Plaza is privately owned.

It was the consensus to pursue the County to review the sales tax based on the new census figures.

Creekside Pet Resort requested a change of use at 2060 O’Neill Road, Bldg. #3 to establish an upscale dog boarding facility.  Town Code Section 135-89-C-6 under Article XIII states other uses are permitted with an advisory opinion from the Planning Board.  Planning Board gave a positive referral on March 14, 2011.  The property owner has submitted a letter supporting this application.

One letter from a tenant was received voicing his opposition to the use change.

Steve Austin, Rob Maher and Melissa Cocola attended the meeting to address any and all concerns the Board had. Steve toured the existing facility in Walworth and confirmed the dogs were calm, no barking, not outside unattended, spotless and the strongest smell was food in the building.  The building on O’Neill Road has double sheet rock between businesses with floor to ceiling soundproof walls.  Mr. Austin stated he would not be a good businessman to take in one (1) tenant to loose three (3).

The Board discussed similar uses in the area including horses and farming in addition to noises from trains, highway back up warnings, etc.

Ambulance Director Todd Blanchard discussed the possibility of replacing two (2) ambulances.  New York Law requires the Town to go out to bid for pricing.  The current mileage on ambulance 1-4 is 88,000 and almost 100,000 for ambulance 1-5.  Equity drops when the mileage reaches 90,000 – 100,000.  New vehicles range from $91,000 to $110,000.  The ambulance reserve consists of $60,000.

After Magog Road is complete, the bridge crew will begin to make structural repairs to the bridge on Farmington Road.  This will enable the current 25-ton weight posting to be removed.  The project will require milling the pavement surface from the bridge, jacking the north end of the bridge, replacing deteriorated steel piles, placing a membrane on the deck and resurfacing of the deck.  This work is also expected to take five (5) weeks.  Detours will be posted for each of these projects.

Alderman Road bridge replacement project is still scheduled for this season.  As soon as approval is received from NYSDOT in Albany the bids will be advertised.

If you have any questions or concerns please call Supervisor Hammond or contact Wayne County Highway at 315-946-5600.
