The Regular Meeting of the Town Board of the Town of Macedon held July 11, 2002 at the Town Complex, 1675 North Wayneport Road, in the Town of Macedon, was called to order by Supervisor William H. Hammond at 7:30 p.m.

Pledge of Allegiance.

RESOLUTION NO. 190 (02)  MINUTES APPROVED 6/13/02 & 6/27/02
RESOLVED the Board approves the minutes of June 13, 2002 and June 27, 2002 as presented.

CORRESPONDENCE ū The Supervisor presented the following:
1. Verizon ū Beginning August 1, 2002 Verizon will be increasing the monthly rate for
      the pay phone at Bullis Park to $75.00 per month plus taxes and surcharges.
2. NYS Department of  Agriculture & Markets ū The Town of Macedon has been
      awarded $1,129,096 to assist the Town in its farmland preservation efforts.  The
      Department has provided enough matching funds to purchase the development
      rights on the Jozwiak and Marvin farms.
3. Library Minutes ū June 18, 2002 meeting minutes
4. Home Properties ū Gananda Partnership has agreed to rectify the runoff water
      drainage problem on Hance Road.  Mark Ward, Gananda Partnership sent letters
      to residents at 3233 and 3237 requesting an easement for the Town to proceed.
5. Western Erie Canal Heritage Corridor Planning Commission meeting announcement
      July 18, 2002 2-4 p.m. at the Palmyra Town Hall
6. Macedon CanalĘs Heritage Pamphlets ū It was the consensus of the Board to reprint
      the pamphlets next year to incorporate new sites.
7. Daansen Road - NYSDOT will investigate traffic conditions on Daansen Road
      between Quaker Road and the Macedon Town Line relative to the establishment
      of a lower speed limit.
8. Web Site ū Councilperson David Maul has established a new web site for the Town
      of Macedon at http://macedontown.net.
9. Time Warner Cable ū submitted a copy of the Subscriber Privacy Notice that was sent
      with the July statements.
10. The Village of Newark thanked Macedon Center Fire Department for their aid after
      the recent flooding in a letter dated June 25, 2002.
11. AssessorĘs Annual Report has been filed with the Office of Real Property Services  in  Albany for the 2002 assessment roll.
12. Marvin Gardens SEQRA review ū Scott Allen notified Lakeside Engineering that the public scoping meeting scheduled for July 25, 2002 has been cancelled due to the draft scoping document not being submitted by the deadline.
13. Town of Farmington will hold a public hearing on July 23, 2002 at 7:00 p.m. at the Farmington Town Hall regarding the adoption of Local Law #3 to establish a temporary six (6) month moratorium on cluster developments.

Supervisor Hammond has been discussing with Walworth the need for a full working light and speed limit at Gananda Parkway and Canandaigua Road.  Gananda Partnership will also be contacted.

Attorney Villani entered the meeting at 7:47 p.m.

Supervisor Hammond thanked the cast member with Hill Cumorah for all their hours of donated work.

Ora Rothfuss reviewed the Macedon Farmland Protection progress from start to the present.  The Federal Farmland Protection Grants Applications are due Friday.  The Board needs to address the following items:
1. Apply for the grant with Genesee Land Trust or not
2. Authorize the Supervisor to sign with 5 landowners
3. Rank the farms 1-5 based on criteria
Gay Mills and Tom Frey from Genesee Land Trust were present at the meeting.  A lengthy discussion followed on Genesee Land Trust as co-signers.  Two of the landowners requested Genesee Land Trust co-hold the easements with the Town.

RESOLUTION NO. 191(02)  FARMLAND PRESERVATION PROPOSAL ū
                                                 HILTON, JOZWIAK, MARVIN, ROTHFUSS &
                                                 STANTON
RESOLVED that Supervisor Hammond is authorized to co-sign a grant proposal with the Genesee Land Trust for application for funds from the USDA National Resource Conservation Service 2002 Farmland Protection Program pertaining to Harlan Hilton, Richard Jozwiak, John Marvin, Ora Rothfuss Jr. and Robert Stanton.

Prior to voting Supervisor Hammond stated that he would vote on this resolution because he was not involved in any of these farms.

RESOLUTION NO. 192 (02)  FARMLAND PROTECTION CONSERVATION
                                                 EASEMENT ū HILTON, JOZWIAK, MARVIN,
                                                 ROTHFUSS, & STANTON
RESOLVED that Supervisor Hammond is authorized to sign on behalf of the Town of Macedon an option to purchase an agricultural conservation easement with the following farmers as part of the USDA NRCS farmland protection program, pending approval by the Town attorney for form and content ū Harlan Hilton, Richard Jozwiak, John Marvin, Ora Rothfuss Jr. and Robert Stanton.

RESOLVED that the Town Board for the 2002 USDA NRCS Farmland Protection Program grant proposal, does hereby wish to prioritize the farms in the proposal by the number of acres of land on each farm that are in the New York State Department of Agriculture and Markets Soil groups 1, 2, 3, 4 or 5.

RESOLUTION NO. 194 (02)  CLERK APPOINTED ū BUSH
RESOLVED the Town Board appoint Susan Bush provisionally to the position of full-time Senior Clerk Typist to the Fire Marshall, Code Enforcement Officer, Building & Zoning Office, Planning Board, Zoning Board according to the rules and regulations as specified in the Wayne County Civil Service Law effective as soon as possible, but not later than July 29, 2002 at an annual salary of $18,500 prorated and be it further

RESOLVED that appointee must take and pass the Sr. Clerk Typist civil service exam at the next scheduled test date of September 21, 2002.
