The Special Meeting of the Town Board of the Town of Macedon held November 15, 2001 at the Macedon Fire Hall, 1 Canal Park, in the Village of Macedon, was called to order by Supervisor William E. Eddy at 7:00 p.m.

Pledge of Allegiance.

Upon Roll Call, the following members of the Board were present:

The Macedon Town Board held public hearings on the proposed 2002 budget on November 8, 2001.  This Special Meeting was called to review comments received and discuss as a Board.

The following items were not included in the [prior] budget:
State mandated audit HUD - $3,400 A1320.400
Transfer from A6772.400 to A6772.100 - $$175.00 for Senior Citizen Salary

If the Library situation is not resolved prior to the insurance running out, the cost of Library space is $870 per month until 5/15/2002 and  $900 per month after that date.  The Bullis room rent is $200/month with no change in 2002.

The amount designated for a records vault in the amount of $15,000 was removed from the [prior] budget.  The Board will deal with the records when the building is resolved.  All in favor

Raises- the Town Board will not get a raise.  It was the consensus of the Board to leave the 3% raise for the employees. All in favor - It was suggested that the hours of operation be increased in 2002.

Full-time Positions – It was the consensus of the Board to include the full-time positions. All in favor - An adjustment in the fee structure for permitting will be addressed.

10% Reduction in all .4’s – The Board will reduce [most] .4’s.  All in favor

Schooling – Schooling will be left in.  Councilperson Maul proposed that schooling and all significant expenses should be pre-approved by the Town Board.  4 in favor, Councilperson Kenyon opposed [the inclusion of schooling expenses].

Highway Barn payment plan – The payment plan will remain at the 10-year pay back period as in the budget.  3 in favor, Councilpersons Kenyon and Maul opposed; favoring [instead] a longer pay back period.
 

RESOLUTION NO. 344 (01)  BUDGET – 2002
BE IT RESOLVED the Budget for 2002 be approved with the following adjustments:
Delete: Vault   $15,000 A1460.200
Town Board raises $     480 A1010.100
10% Reduction in [most] .4’s
Add:   Mandatory Audit  $  3,400 A1320.400
Sr. Citizen transfer $     175 From A6772.400 to A6772.100

MOTION BY HAMMOND, SECONDED BY KENYON

With the above changes the tax rate for the Town outside the Village would go from $3.32 to $3.85/$1000 assessed value and Village tax rate from $1.57 to $2.43/$1000 assessed value.

Councilperson Maul read a letter from Peter Short, as requested by John Short, regarding suggestions on areas to cut the budget:
1.  Isolated costs relating to the fires – These figures are listed under A9710, A9730, DA9710 and
        DA9730.
2. Give 100% of the Police to the Village – The Town is under contract and must give a six-(6) month notice prior to.
3. No salary increase, no new positions with possibly one exception – This was considered by the Board and the Board decided not to enact this.  The cost to the taxpayers for the part-time to full-time under General A would be $.03/1000 and B would be $.07/1000 (less if fees are raised to cover these expenses).

ROLL CALL VOTE:  HAMMOND AYE,  KENYON AYE,  MAUL NAY,
                                     MORRISON AYE, EDDY AYE  MOTION CARRIED
Councilperson Maul voted against the budget due to the 10-year bond pay back period.  He stated that the rest is a good budget.
 
Roundtable – Councilperson Morrison received a preliminary site investigation report for Morrison Salvage on Quaker Road and will provide the Board with copies next week.

Supervisor Eddy thanked the Fire Department for the use of their building and all their work.

MOTION BY MAUL, SECONDED BY HAMMOND THAT THE MEETING BE ADJOURNED.  THE MEETING ADJOURNED AT 8:47 P.M.
