PLANNING BOARD

April 5, 2021

 

PRESENT:  Chairman Doug Allen, Members Greg Whitney, and Suzanne Airy.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Stacy Nisbet.  Absent were Mert Bartels, Mark McEwen and Tom Morrison.

 

Chairman Doug Allen called the meeting to order at 7:30 p.m.

 

NEW BUSINESS:

                        

PB-09-21 – Indus Hospitality Group – 362 Route 31– Sketch plan – Micro hotel and KFC – Peter Barnes, an Engineer representing Indus, discussed the site plan for the hotel and KFC.  2 Tax parcels will be combined.  They are zoned GC – general commercial.  The hotel will be 4 stories and have 70 rooms, with parking up to 70 parking spots.

 

KFC is a quick serve restaurant with a drive-thru.  Will have seating for up to 32 people with a combination of indoor/outdoor seating.

 

Application will be submitted by May for final site plan and variances.

 

Questions:

 

Asked about the color scheme, the colors which were presented in the meeting will be the color scheme.

 

Why can’t the layout be flipped.  Peter Barnes was going to look into this.

 

What are the peak times for the restaurant?  Weekdays 4:00pm to 6:00pm.  Weekends 12:00pm to

 

Does KFC serve breakfast?  No

 

Will Indus manage both businesses? Yes

 

Will stormwater system on AutoZone be used?  Studies are being done to make sure it is big enough.

 

Town Engineer Scott Allen spoke briefly on the importance of the business in the area and who might use a hotel in the area.  Numerous large businesses in the area that bring people to town that would need a place to stay.

 

Were other locations considered.  Scott Allen talked about different commercial locations in the area. 

 

Chad Moulton asked about drainage and the night sky initiative and if the hotel would bring recovery drug addicts to town.

 

Town Engineer Scott Allen encouraged all community members with questions and concerns to put them in writing and email them to the town.

 

PB-08-21 – Marra – 460 Wilkinson Road – Sketch plan for single family home

 

Town Engineer Scott Allen explained the applicant is looking to build a single family home on their 6.75 acre lot.

 

Motion made by Kevin Rooney to grant sketch plan approval, seconded by Greg Whitney.  All in favor, motion carried.

 

ZBA Referrals

 

Z-02-21 – Forsay – 1835 Daansen Road – Area Variance – Section 300-Schedule 1 – 6.4’ side yard setback

 

Town Engineer Scott Allen explained the applicant recently subdivided the property and would like to keep his barn that is 6.4 feet off the side property line.

 

A motion was made by Greg Whitney, seconded by Suzanne Airy, for a positive referral for side setbacks.  All in favor; motion carried.

 

Z-03-21 – Breen – 581 Lexington Drive – Area Variance – Section 300-Schedule 1 – 42.3’ front setback

 

Tow Engineer Scott Allen explained that the applicant would like to build a front porch closer to the road than the code allows.

 

A motion was made by Suzanne Airy, seconded by Greg Whitney, for a positive referral for front setbacks.  All in favor; motion carried.

 

Z-04-21 – Countryman– 2463 Barnes Road – Area Variance – Section 300-Schedule 1 – 12’ side yard setback

 

Town Engineer Scott Allen explained that the applicant would like to build a 30x30 addition to his existing garage, leaving a 12’ side yard setback.

 

A motion was made by Kevin Rooney, seconded by Greg Whitney, for a positive referral for side setbacks.  All in favor; motion carried.

 

Z-05-21 – Blount – 910 Fawn Drive – Area Variance – Section 300-63-B6 – Accessory Structure in front of Primary structure

 

Town Engineer Scott Allen explained that the applicant would like to build an accessory structure in their front yard, when the code requires an accessory structure to be behind the front of the home.

 

A motion was made by Kevin Rooney, seconded by Suzanne Airy, for a negative referral for an accessory structure in the front yard.  All in favor; motion carried.
