TOWN OF MACEDON

PLANNING BOARD

April 1, 2019

PRESENT: Chairman Doug Allen, members Kevin Rooney, Greg Whitney, Mert Bartels, Suzanne Airy, Mark McEwen and Tom Morrison. Also present were Town Engineer Scott Allen and temporary Board Clerk Rebecca Wetherby. Absent was Town Councilman David McEwen.

Chairman Allen called the meeting to order at 7:30 p.m.

PUBLIC HEARINGS:

Motion made by Mert Bartels to waive the reading of the legal notice, seconded by Mark McEwen. All in favor; motion carried.

PB-01-19 – Delaware River Solar LLC – Frey Road – Special Use Permit & Site Plan

Motion made by Mark McEwen to open the public hearing, seconded by Greg Whitney. All in favor; motion carried.

Daniel Compitello from Delaware River Solar gave an overview of the project.

Motion made by Mert Bartels to close the public hearing, seconded by Mark McEwen. All in favor; motion carried.

PB-04-19 – Abundant Solar Power – Barnes Road – Special Use Permit & Site Plan

Motion made by Mark McEwen to open the public hearing, seconded by Suzanne Airy. All in favor; motion carried.

Richard Lu and Rachel Clare from Abundant Solar were present. Mr. Lu gave a presentation and answered questions. Several of the neighboring homeowners were present to express concerns and ask questions. Many concerns centered around safety, change of property values and the ascetics of having to look at the solar panels so close to their homes.

Motion made by Kevin Rooney to close the public hearing, seconded by Greg Whitney. All in favor; motion carried.

PB-05-19 – Ydde, LLC – 1996 Eddy Road – Realty Subdivision

Motion made by Kevin Rooney to open the public hearing, seconded by Greg Whitney. All in favor; motion carried.

No one present to speak in favor or against.

Motion made by Kevin Rooney to close the public hearing, seconded by Tom Morrison. All in favor; motion carried.

OLD BUSINESS:

PB-01-19 – Deleware River Solar LLC – Frey Road – Special Use Permit & Site Plan

The application was tabled until further review.

PB-04-19 – Abundant Solar Power – Barnes Road – Special Use Permit & Site Plan

The application was tabled until further review.

PB-05-19 – Ydde, LLC – 1996 Eddy Road – Realty Subdivision

Motion made by Kevin Rooney to issue a negative declaration on SEQRA, seconded by Mark McEwen All in favor; motion carried.

Motion made by Kevin Rooney to grant final approval, seconded by Greg Whitney. All in favor; motion carried.

PB-06-19 – 1600 Dublin Road LLC, Krapf – South of 2031 O’Neil Road – Sketch Plan

Sketch plan was presented for a 6000 square foot warehouse with bathroom. This will primarily be used for storage for Magnatag business which is next door.

Motion made by Mark McEwen to approve sketch plan, seconded by Suzanne Airy. All in favor; motion carried.

ZBA REFFERAL:

Z-03-19 – Jennette – 1849 Leno Road – Area Variance – Section 135-29- Setbacks from road and side yard –

At this time, the board felt there was not enough information to make a referral.

MINUTES:

A motion to approve the 03-18-19 minutes was made by Mert Bartels, seconded by Greg Whitney. All in favor; minutes approved.
