TOWN OF MACEDON

PLANNING BOARD

April 2, 2018

 

 

 

PRESENT:  Chairman Doug Allen, members Mark McEwen, Suzanne Airy, Tom Morrison, Kevin Rooney, Greg Whitney, and Mert Bartels.  Also present were Town Engineer Scott Allen and Board Clerk Brandi Schutt.  Absent was Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:32 p.m.

 

PUBLIC HEARINGS:

                      

Motion made by Kevin Rooney to waive the reading of the legal notice, seconded by Mert Bartels. All in favor; motion carried.

 

 

PB-02-18 – Baker – Near 1238 Wilson Road

 

Motion made by Kevin Rooney to open the public hearing, seconded by Tom Morrison. All in favor; motion carried.

 

No one present to speak in favor or against.

 

Motion made by Kevin Rooney to close the public hearing, seconded by Greg Whitney. All in favor; motion carried.

 

PB-03-18 – Hughes – 835 Victor Road

 

Motion made by Kevin Rooney to open the public hearing, seconded by Mert Bartels. All in favor; motion carried.

PB-05-18 – Ayers – 106 Wilkinson Road

PB-06-18 – First Baptist Church – 58 Main Street

 

Motion made by Kevin Rooney to open the public hearing, seconded by Tom Morrison. All in favor; motion carried.

 

Linda Braun was present to speak against the application. She stated her concerns about losing the historical aspect in that area of Town.

 

Motion made by Kevin Rooney to close the public hearing, seconded by Tom Morrison. All in favor; motion carried.

 

OLD BUSINESS:

              

PB-02-18 – Baker – Near 1238 Wilson Road

 

Mike Green was present to address the board on behalf of the applicants. He reminded the board that the applicants divided off 5 acres of land to build a single family home and left the remaining 54 acres to be farmed like they have been.

 

Motion made by Mert Bartels to issue a negative declaration on SEQRA, seconded by Mark McEwen. All in favor; motion carried.

 

Motion made by Kevin Rooney to grant final site plan approval, seconded by Tom Morrison. All in favor; motion carried.

 

PB-03-18 – Hughes – 835 Victor Road

 

Mike Green was present to address the board on behalf of the applicant. He stated that the application was for a single family home on Victor Road. The previous home was south and closer to the road than the new purposed home.

 

Motion made by Greg Whitney to issue a negative declaration on SEQRA, seconded by Mark McEwen.  All in favor; motion carried.

 

Motion made by Kevin Rooney to grant final site plan approval, seconded by Greg Whitney. All in favor; motion carried.

 

PB-05-18 – Ayers – 106 Wilkinson Road

 

Don Lewis was present to address the board on behalf of the applicant. He explained that the property has an existing horse farm, barn, and driveway where the owner boards horses but lives in Walworth. Town Engineer Scott Allen mentioned the original site plan approval for the lot did include a house that was never built and just had to be updated to meet current requirements.

 

Motion made by Mert Bartels to issue a negative declaration on SEQRA, seconded by Mark McEwen. All in favor; motion carried.

PB-06-18 – First Baptist Church – 58 Main Street

 

Richard Knowles was present to address the board on behalf of the application. He stated a few reasons why the Church would like to upgrade their sign to a 4X6 electronic sign standing 9 feet tall and facing traffic rather than the road. He said it would eliminate the tedious work of replacing the letters to make sentences on the current sign and eliminate someone standing outside in bad weather to add the letters. He also mentioned that the congregation has gotten smaller and the new sign may help attract the younger crowd being a more modernized sign. Town Engineer Scott Allen stated that there is a village code and an overlay district that the village has followed. Per Village code, all sign permits have to go in front of the Planning Board. The overlay district excludes religious sanctuary’s which led back to the Village code that states no flashing or changing lights. Some concerns were voiced from the board such as the brightness of the sign, the historic features of the church, whether or not it needed to be LED, and the height of the sign.

 

A motion was made by Kevin Rooney to table the application pending further review, seconded by Mark McEwen. All in favor; motion carried.

 

MINUTES:

 

A motion to approve the 03-19-18 minutes was made by Mark McEwen, seconded by Mert Bartels. All in favor; minutes approved.

A motion to adjourn the meeting was made by Kevin Rooney, seconded by Greg Whitney. All in favor; meeting adjourned at 8:40 p.m.
