TOWN OF MACEDON

PLANNING BOARD

December 4, 2017

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Tom Morrison, Mark McEwen, Mert Bartels, Kevin Rooney and Greg Whitney. Also present were Town Engineer Scott Allen and Board Clerk Brandi Schutt. Absent was Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:30 p.m.

 

PUBLIC HEARINGS:

                      

Motion made by Kevin Rooney to waive the reading of the legal notice, seconded by Suzanne Airy.  All in favor; motion carried.

 

PB-20-17 – Speranza – 2980 Ontario Center Road

 

Motion made by Kevin Rooney to open the public hearing, seconded by Suzanne Airy.  All in favor; motion carried.

 

No one present to speak in favor or against.

 

Motion made by Kevin Rooney to close the public hearing, seconded by Suzanne Airy.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-20-17 – Speranza – 2980 Ontario Center Road

 

Jim Speranza was present to address the board. He presented a draft of the driveway easement that was requested at the previous meeting while stating that he plans to make a second driveway in the future when he decides to sell.

 

Motion made by Kevin Rooney to issue a negative declaration on SEQRA, seconded by Tom Morrison.  All in favor; motion carried.

 

Motion made by Kevin Rooney to grant Residential site plan and subdivision approval, seconded by Tom Morrison.  All in favor; motion carried.

 

ZBA REFERRAL:

 

Z-06-17 – Priggon – 705 Farmington Rd. – Area Variance – Section 135-Schedule 1- Side yard setback– Town Engineer Scott Allen reminded the board that they referred this application to the ZBA at a previous meeting saying the applicant needed to show that they have tried all other options. He continued to explain that the ZBA denied the application and the applicant is back with new plans. He mentioned that the applicant is looking to build a two car garage with a side setback of 10ft instead of the 3ft they originally presented.

 

A motion to give a positive referral to the ZBA was made by Kevin Rooney, seconded by Greg Whitney.  All in favor; motion carried

 

DISCUSSION:

 

Cedar Creek

 

John Sciarabba, from Land Tech Surveying and Engineering, was present to address the board. He stated that the proposed property for the project is approximately 81 acres. He discussed how they would like to build 7 twenty eight unit apartments and 245 town homes. The apartments would be 3 stories with 12 garages per apartment building. He described how they would complete the project in phases starting with the apartment buildings being done in one or two phases. The lot was originally zoned TPD and the applicants are trying to mirror the original plans in order for the TPD to stay valid. They would keep the existing storm water and add several ponds. Mr. Sciarabba explained that they will complete Brixton Drive and dedicate the road back to the town. He addressed questions from the board pertaining to community rooms, pools, and senior living. He stated that they are starting with a community room just for the apartments at this point and there will not be a pool but there will be green space for the children. He also mentioned that it will not be senior housing.

 

A motion to give a positive referral for concept of TPD to the Town Board was made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried
