TOWN OF MACEDON

PLANNING BOARD

November 21, 2016

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen, Town Councilman David McEwen and Board Clerk Susan Bush.  Absent was Tom Morrison.

 

Chairman Allen called the meeting to order at 7:35 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Morrison absent); motion carried.

 

PUBLIC HEARING:

 

PB-15-15 – Waste Management – Quaker Road – Grading/Fill – A motion to open the public hearing was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Morrison absent); motion carried.  Present on behalf of the applicant were Jeff Richardson, Waste Management District Manager, and Luann Meyer of Barton & Loguidice.  A resident in attendance asked about the landfill’s footprint in Macedon with concern about the cemetery on Wayneport Road (Wayneport Union Burial Ground).  Mr. Richardson explained the progression of cells to be developed in Macedon and stated the cemetery would not be affected.  He also reviewed the proposed timeline for the first cell, Cell 12, and the options regarding the soil to be moved.  There was no one else to speak for or against this application.  A motion to close the public hearing was made by Greg Whitney, seconded by Mark McEwen.  All in favor (Morrison absent); motion carried.

 

OLD BUSINESS:

 

PB-15-15 – Waste Management – Quaker Road – Grading/Fill – Luann Meyer of Barton & Loguidice addressed the Board and reviewed the history of the property, including soil stockpile, phasing plan, screening berms, wetlands delineation, stormwater prevention plan, traffic counts (6 intersections) and the archeological study.  This matter was previously referred to the Town Board for their review and decision regarding the traffic alternatives.  The Town Board was declared Lead Agency for SEQR review, and a negative SEQR declaration was made by them on 11-17-16.

 

Ms. Meyer then went on to explain that with the amount of soil to be moved the best scenario would be the closure of Quaker Road for twelve (12) months.  Screening berms will be built appropriately with each phase, and the fill site will not exceed the apex of the existing drumlin.  The plan also includes a firing range to be used by the Macedon and Fairport police departments.  The applicant would like to start moving soil as soon as possible to allow the construction of Cell 12 to begin in May of 2017.  Road closure would be effective within the next month.

 

It was noted that as part of the Town Board’s SEQR review the following conditions would apply:  Quaker Road closure would be for twelve (12) months, and all costs for signage, detours, turn-around for snowplows, etc., would be borne by Waste Management.

 

A motion was made by Mark McEwen, seconded by Greg Whitney, to approve the grading/fill permit for Waste Management of NY, for the Macedon landfill cell construction project.  All in favor (Morrison absent); motion carried.

 

LOG-IN:

 

PB-09-16 – Lamarti/Halstead – 623 Frey Road – One-lot realty subdivision – This is a transfer of property between neighbors.

 

MINUTES:

 

A motion to approve the 10-03-16 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor (Morrison absent); minutes approved.

A motion to adjourn the meeting was made by Suzanne Airy, seconded by Mert Bartels.  All in favor (Morrison absent); meeting adjourned at 8:12 p.m.
