PLANNING BOARD

September 19, 2016

 

 

PRESENT:  Chairman Doug Allen and members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.

 

Chairman Allen called the meeting to order at 7:30 p.m.

 

NEW BUSINESS:

 

PB-07-16 – Capital Telecom Acquisition, LLC – Frey & West Walworth Roads – Cell tower – Site plan log-in & Special Use Permit Town Board referral – Present on behalf of the applicant were Karl Essler of Bond, Schoeneck & King, Tim Zarneke of Centerline Solutions & David Weisenreder of Costich Engineering.  This proposal is for a 170 ft. mono-pole communications tower.  The site is undeveloped agricultural and wooded land.  The surrounding area is largely agricultural with 5-6 homes in the immediate area.

 

Mr. Zarneke reviewed the coverage maps provided with the application and the need for additional call/data load capacity in the Macedon/Walworth area.  This tower will be designed to handle four (4) additional carriers below Verizon.  Mr. Costich explained the visibility study which was conducted in the surrounding area.

 

The site plan proposal was then reviewed.  This site is a wooded area within a 184 acre parcel.  Access will be via a 12 ft. gravel driveway close to the north property line (County permit required).  There will be a 60 ft. x 60 ft. fenced tower compound containing the tower, equipment cabinets and backup generator.  No DEC permit is required as less than one (1) acre will be disturbed.  Electric and telephone service will come from West Walworth Road.  At this time, the final design has not been completed, but there will be three (3) sectors on the tower with five (5) antennas per sector.  An FAA study was done, and lighting the tower will not be required.  Water run-off will be handled by swales (with vegetation & check dams) along the driveway.  Mr. Rooney pointed out there will need to be a basin or something similar to slow the run-off when it reaches the road.  Other than during the construction period (3 weeks for tower; 3 months for electronics), traffic to the site will be limited to technicians approximately once a month.

 

A motion was made by Greg Whitney, seconded by Mert Bartels, to concur with naming the Macedon Town Board as lead agency for the SEQR review for Capital Telecom Acquisition, LLC.  All in favor; motion carried.

 

A motion was made by Kevin Rooney, seconded by Tom Morrison, to give the Town Board a positive referral for the Special Use Permit for Capital Telecom Acquisition, LLC.  All in favor; motion carried.

 

MINUTES:

 

A motion to approve the 08-01-16 minutes was made by Suzanne Airy, seconded by Kevin Rooney.  All in favor; minutes approved.

 

A motion to approve the 09-07-16 minutes was made by Greg Whitney, seconded by Mert Bartels.  All in favor; minutes approved.
