PLANNING BOARD

August 1, 2016

 

 

PRESENT: Chairman Douglas Allen and members Suzanne Airy, Mark McEwen, Kevin Rooney. Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush. Absent were Mert Bartels, Tom Morrison and Greg Whitney.

 

Chairman Allen called the meeting to order at 7:30 p.m. A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Bartels, Morrison, Whitney absent); motion carried.

 

PUBLIC HEARING:

 

PB-06-16 Schram 2592 Creek Road Residential conversion A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Bartels, Morrison, Whitney absent); motion carried. Applicant Todd Schram was present to address the Board. There was no one else present to speak for or against this application. A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Bartels, Morrison, Whitney absent); motion carried.

 

NEW BUSINESS:

 

PB-06-16 Schram 2592 Creek Road Residential conversion Town Engineer Scott Allen explained that Planning Board approval was required for a residential conversion (two-family to four-family). As part of his application, Mr. Schram included a letter addressing the Town Code requirements. This property is 8.8 acres with a very large, old farm house in poor condition. Access is through driveways on Creek and Yellow Mills Roads, with plenty of room for parking. The property meets Code for size of the building and size of the lot. Septic system will be upgraded and a second system added. Applicant has been removing debris from the property and cutting back brush and weeds. Mr. Schram stated he intends to live in one of the units, renting the other three. A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Bartels, Morrison, Whitney absent); motion carried. A motion was made by Kevin Rooney, seconded by Suzanne Airy, to approve this residential conversion from a two-family to a four-family structure. All in favor (Bartels, Morrison, Whitney absent); motion carried.

 

MINUTES:

 

The 07-06-16 minutes could not be approved due to lack of appropriate quorum.

A motion to adjourn the meeting was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Bartels, Morrison, Whitney absent); meeting adjourned at 7:45 p.m.
