PLANNING BOARD

PRESENT:  Chairman Doug Allen and members Mert Bartels, Mark McEwen, Kevin Rooney & Greg Whitney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Suzanne Airy and Tom Morrison.

 

Chairman Allen called the meeting to order at 7:35 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Airy & Morrison absent); motion carried.

 

PUBLIC HEARINGS:

 

PB-10-15 – Geoca – Pheasant Run Section I Extension – Spragbrook & Tanaberry Circles – 5-lot realty subdivision & residential site plans – A motion to open the public hearing was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.  Gary Smith of Parrone Engineering was present on behalf of the applicant.  There was no one else to speak regarding this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.

 

PB-11-15 – Stone/Hart – 2329 Centreview Trail – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.  There was no one present to speak regarding this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Airy & Morrison absent); motion carried.

 

PB-12-15 – Henning – 1690 Canandaigua Road – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.  James Henning was present to explain his application.  There was no one else to speak regarding the application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Airy & Morrison absent); motion carried.

 

OLD BUSINESS:

 

PB-10-15 – Geoca – Pheasant Run Section I Extension – Spragbrook & Tanaberry Circles – 5-lot realty subdivision & residential site plans – Preliminary & final – Gary Smith of Parrone Engineering was present on behalf of the applicant.  He explained that Geoca Homes would like to finish off the Pheasant Run development by connecting Spragbrook and Tanaberry Circles.  This submission would be the first phase of five (5) lots with five (5) additional lots in the future.  All grading, utilities, roads, etc., will be done with the first phase.  Sanitary sewer is already there.  The road will be installed to Town standards.  The pavement, gutters, sidewalk, post lamps, paved driveways & trees will be the same as in the other sections of Pheasant Run.  A bio-retention area will be created on the north side of the project for storm water management.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.  A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary and final subdivision & site plan approval as presented in the application for five (5) lots in Phase 1.  All in favor (Airy & Morrison absent); motion carried.

 

NEW BUSINESS:

 

PB-12-15 – Henning – 1690 Canandaigua Road – One-lot realty subdivision – Preliminary & final – This application is for a transfer of property (.2 acres) between relatives.  James Henning would like to build a pole barn behind his house.  Due to the location of his septic system, he needs the additional property to accommodate the barn and meet the required setbacks.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Airy & Morrison absent); motion carried.  A motion was made by Kevin Rooney, seconded by Mert Bartels, to grant preliminary & final approval for a one-lot realty subdivision as submitted in the application.  All in favor (Airy & Morrison absent); motion carried.

 

PB-11-15 – Stone/Hart – 2329 Centreview Trail – One-lot realty subdivision – Preliminary & final – This application is for the transfer of property (.10 acres) between neighbors.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels.  All in favor (Airy & Morrison absent); motion carried.  A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary & final approval for a one-lot realty subdivision as presented in the application.  All in favor (Airy & Morrison absent); motion carried.

 

PB-13-15 – Cicero – Farmington/Victor Road – Single-family residential site plan – Log-in & sketch – This proposal is for a single-family residence on a 40+ acre parcel.  A motion to grant sketch plan approval was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Airy & Morrison absent); motion carried.

 

MINUTES:

 

The 09-14-15 minutes could not be approved due to lack of the appropriate quorum.
