TOWN OF MACEDON

PLANNING BOARD

September 14, 2015

 

PRESENT:  Members Suzanne Airy, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Chairman Doug Allen, Mert Bartels and Greg Whitney.

 

Acting Chairman Tom Morrison called the meeting to order at 7:35 p.m.

 

PUBLIC HEARINGS:

 

PB-07-15 – Hendy – Spruce Run Road – Residential site plan for single-family home – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen, Bartels, Whitney absent); motion carried.  Mike Young, A.E.Y. Engineering, was present on behalf of the applicant.  There was no one else to speak regarding this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

PB-08-15 – Morrison – Leno Road – One-lot realty subdivision & residential site plan for single-family home – A motion to open the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor (Allen, Bartels, Whitney absent); motion carried.  Tim Voellinger of Greene Land Surveying and property owners Kenneth & Patricia Morrison were present to explain this request.  There was no one else to speak regarding the application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

OLD BUSINESS:

 

PB-07-15 – Hendy – Spruce Run Road – Residential site plan for single-family home – Preliminary & final – Mike Young of A.E.Y. Engineering reviewed this submission.  The applicant is proposing a single-family residence on 19+ acres.  A standard septic system will be installed.  Drainage has been addressed; an extra deep hole was dug at the site of the residence; and, the retention pond has been appropriately sized.

 

A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mark McEwen.  All in favor (Allen, Bartels, Whitney absent); motion carried.  A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary & final site plan approval for a single-family residence as submitted in the application.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

PB-08-15 – Morrison – Leno Road – One-lot realty subdivision & residential site plan for single-family home – Preliminary & final – Tim Voellinger of Greene Land Surveying reviewed this proposal.  The property owners would like to subdivide a 2.7 acre lot from their 75+ acre parcel to build a single-family residence.  Public water is available; standard septic system will be installed; site distances are acceptable.

 

A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mark McEwen.  All in favor (Allen, Bartels, Whitney absent); motion carried.  A motion was made by Kevin Rooney, seconded by Suzanne Airy, to grant preliminary & final subdivision & site plan approval for a single-family residence as submitted in the application.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

PB-05-15 – Lakeview Health Services – Route 31 – Multiple-family residential site plan – Preliminary & final – Fred Shelley of BME Associates, Mark Pandolf of PLAN Architectural Studio, and Harry Merryman & Dave Masters of Lakeview Health Services were present.  The landscaping plan has been revised to incorporate deciduous trees along Route 31, plantings around the building and a group of evergreens at the northeast corner.  The emergency access road will be paved along the front of the building.  The Board members then discussed possible changes in order to soften the building’s appearance from Route 31.  It was decided a bump-out on the north faηade at the gable and corner boards where appropriate would give it more dimension.

 

A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary and final site plan approval for Lakeview Health Services for a multiple-family residence.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

NEW BUSINESS:

 

PB-10-15 – Geoca Homes – Pheasant Run Section I Extension – Spragbrook & Tanaberry Circles – 10-lot subdivision & residential site plans – Log-in & sketch – Gary Smith of Parrone Engineering and Eric Geoca of Geoca Homes were present to explain this application.  Geoca Homes would like to complete the Pheasant Run development in Macedon.  They propose extending Spragbrook Circle to meet the end of Tanaberry Circle at a 90° angle with a stop sign.  During construction of the previously completed portions of Pheasant Run, the proposed site was filled, and drainage now goes south into Macedon instead of north into Walworth.  A maintenance agreement/easement will be placed on the appropriate lot for the storm water management area.  There will also be an easement for access to the adjoining property in Walworth.  A motion to grant sketch plan approval was made by Kevin Rooney, seconded by Mark McEwen.  All in favor (Allen, Bartels, Whitney absent); motion carried.

 

MINUTES:

 

A motion to approve the 08-31-15 minutes was made by Mark McEwen, seconded by Suzanne Airy.  All in favor (Allen, Bartels, Whitney absent); minutes approved.

A motion to adjourn the meeting was made by Tom Morrison, seconded by Kevin Rooney.  All in favor (Allen, Bartels, Whitney absent); meeting adjourned at 8:28 p.m.
