TOWN OF MACEDON

PLANNING BOARD

January 12, 2015

 

 

PRESENT:  Members Suzanne Airy, Mert Bartels, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen (via Skype), Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Chairman Doug Allen and member Mark McEwen.

 

Vice Chairman Mert Bartels called the meeting to order at 7:32 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.

 

OLD BUSINESS:

 

PB-16-14 – Bills Farm – 851 & 985 Route 31F – Three (3) lot realty subdivision – A motion was made by Kevin Rooney, seconded by Tom Morrison, to rescind the negative SEQR declaration and three (3) lot realty subdivision granted on 12-08-14, due to lack of public hearing at that time.  All in favor (Allen & McEwen absent); motion carried.

 

PUBLIC HEARINGS:

 

PB-16-14 – Bills Farm – 851 & 985 Route 31F – Three (3) lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.  Mike Greene of Greene Land Surveying was present on behalf of the applicant.  A resident questioned the boundaries of the subdivision, and Mr. Greene reviewed the proposed map with him.   There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.

 

PB-17-14 – Greene Property Management, LLC – Victor Road – Three (3) lot realty subdivision & residential site plans – A motion to open the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.  Mike Greene of Greene Property Management was present to explain this application.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.

PB-16-14 – Bills Farm – 851 & 985 Route 31F – Three (3) lot realty subdivision – A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen & McEwen absent); motion carried.  A motion was made by Kevin Rooney, seconded by Tom Morrison, to approve the three (3) lot realty subdivision.  All in favor (Allen & McEwen absent); motion carried.

 

PB-17-14 – Greene Property Management, LLC – Victor Road – Three (3) lot realty subdivision & residential site plans – Preliminary & final – A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen & McEwen absent); motion carried.  A motion was made by Kevin Rooney, seconded by Suzanne Airy, for preliminary & final approval of this three (3) lot realty subdivision and residential site plans.  All in favor (Allen & McEwen absent); motion carried.

 

NEW BUSINESS:

 

PB-18-14 – I Gordon Corporation – 1900 Route 31 (West Wayne Plaza) – Three (3) lot realty subdivision – Log-in – Town Engineer Scott Allen explained this proposal involves demolition of the old Ames store and a land donation by I Gordon Corp. of that portion of the plaza (Lot 2).  Lot 1 will be an outparcel containing the Chase Bank, and Lot 3 will be the balance of the plaza.  The public hearing is scheduled for 01-26-15.  Mr. Allen also explained the plaza owners have installed a new water main, which will be dedicated to the Wayne County Water & Sewer Authority.  The new main would accommodate any future development on parcels east of the plaza.  I Gordon also intends to remove some of the plaza parking lot pavement and will install a grass area near the road.  The remaining parking lot will be repaved.  A resident questioned drainage in the plaza area.  Mr. Allen noted the buildings at the plaza are at a higher elevation than Route 31, and any possible flooding would go over Route 31 and into the canal before affecting the plaza buildings.  There is also a berm along Ganargua Creek.

 

OTHER BUSINESS:

 

PB-13-13 – Four Points Land Development – Wayneport Road & Carlson Lane (Capital Hill) – 90-day extension – This applicant has requested a second 90-day extension for the Phase I subdivision approval granted on 05-11-14.  Phase I will be single-family homes, and Four Points is still negotiating with potential builders and contractors for this project.  A motion to grant a second 90-day extension was made by Greg Whitney, seconded by Kevin Rooney.  All in favor (Allen & McEwen absent); motion carried.

 

ZBA REFERRAL:

 

Z-01-15 – Breen – 581 Lexington Drive – Area Variance – Section 135-186-B-1 – Swimming pool in front yard – This applicant has a corner lot, and as such, has two “front” yards.  Board members noted this property is on a dead-end stub with only one neighbor on Mayflower.  A motion was made by Kevin Rooney, seconded by Greg Whitney, for a positive referral to the ZBA.  All in favor (Allen & McEwen absent); motion carried.

 

MINUTES:

 

A motion to approve the 12-08-14 minutes was made by Suzanne Airy, seconded by Greg Whitney.  All in favor (Allen & McEwen absent); minutes approved.

A motion to adjourn the meeting was made by Greg Whitney, seconded by Suzanne Airy.  All in favor (Allen & McEwen absent); meeting adjourned at 7:50 p.m.
