PLANNING BOARD

March 11, 2013

 

 

PRESENT:  Chairman Doug Allen and members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison and Greg Whitney.  Also present were Town Councilman David McEwen (via Skype), Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Kevin Rooney.

 

Chairman Allen called the meeting to order at 7:30 p.m.  A motion to waive reading the Legal Notice was made by Tom Morrison, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.

 

PUBLIC HEARINGS:

 

PB-01-13 – Castrechini (Jozwiak) – West Walworth Road – Single-family residential site plan – A motion to open the public hearing was made by Mert Bartels, seconded by Greg Whitney.  All in favor (Rooney absent); motion carried.  Patrick and Brooke Castrechini were present to explain their application.  There was no one else to speak for or against this piece of business.  A motion to close the public hearing was made by Mert Bartels, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.

 

PB-03-13 – Turk Hill Estates – 240 Route 31 (rear – Carlson Lane & Wayneport Road) – One-lot realty subdivision – A motion to open the public hearing was made by Greg Whitney, seconded by Tom Morrison.  All in favor (Rooney absent); motion carried.  Robert Cantwell of BME Associates was present on behalf of Turk Hill Estates.  There was no one else present to speak for or against this piece of business.  A motion to close the public hearing was made by Greg Whitney, seconded by Tom Morrison.  All in favor (Rooney absent); motion carried.

 

OLD BUSINESS:

 

PB-01-13 – Castrechini (Jozwiak) – West Walworth Road – Single-family residential site plan – Preliminary & final – Brooke & Patrick Castrechini were present to address the Board regarding their plans for a single-family home on West Walworth Road.   A motion for negative SEQR declaration was made by Mert Bartels, seconded by Greg Whitney.  All in favor (Rooney absent); motion carried.  A motion to grant preliminary & final site plan approval was made by Tom Morrison, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.

 

PB-12-12 – Alpco Recycling – 846R Route 31F – Industrial site plan (transfer station) – Sketch – Alton Plumb, owner of Alpco Recycling, was present to address the Board regarding this project.  Alpco would like to move their current outside sorting operation into a new 40,000 sq. ft. transfer building behind the old landfill.  The proposed building would be constructed on virgin ground, would not be visible to the neighbors, and the location would help reduce any noise generated on the site.   Alpco is currently permitted to accept 240 tons of material per day, and as part of this proposal, they have applied to DEC to increase their capacity to 750 tons per day.  Access to the site will be through an established easement over the Townsend Oil property.  Trucks coming in will be commercial waste haulers (construction debris & mixed solid waste).  Driveway improvements will be necessary to handle the traffic and prevent dirt from being dragged onto the highway.  Incoming and outgoing materials will be loaded/unloaded inside the building.  Recyclable materials will be moved elsewhere on Alpco property to be processed, and waste material will be sent to a commercial landfill.  Some trailers may be temporarily stored on the site.  The transfer station would operate from 6:00 a.m. to 5:00 p.m., seven days a week.  The Board also discussed:  Fire suppression, ventilation, water service, drains/holding tank.  It was noted that Waste Management continues to be responsible for monitoring the wells on the old landfill site until 2016.  A motion to grant sketch plan approval was made by Mert Bartels, seconded by Greg Whitney.  All in favor (Rooney absent); motion carried.

 

NEW BUSINESS:

 

PB-03-13 – Turk Hill Estates – 240 Route 31 (rear – Carlson Lane & Wayneport Road) – One-lot realty subdivision – Preliminary & final – Bob Cantwell of BME Associates was present on behalf of the applicant.  Mr. Cantwell explained this is a one-lot subdivision of 5.2 acres along Carlson Lane from a 90+ acre parcel which has frontage on Carlson Lane, Wayneport Road and Route 31.  The new lot is zoned GC and will be transferred to another party for future development (see PB-04-13 Iwasykiw).   A motion for negative SEQR declaration was made by Greg Whitney, seconded by Mert Bartels.  All in favor (Rooney absent); motion carried.  A motion to grant preliminary & final one-lot subdivision was made by Mert Bartels, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.

 

PB-04-13 – Iwasykiw – Carlson Lane – Mixed use development – Concept – Bob Cantwell of BME Associates was present on behalf of the applicant.  This project would include a 5.2 acre lot to be purchased from Turk Hill Estates and then combined with 41+ acres previously known as Hidden Woods.  Mr. Iwasykiw’s proposal includes detached single-family homes, patio homes, townhomes, senior living apartments and two lots with potential for office buildings.  The detached single-family homes would back up to the existing homes along Wayneport Road and would duplicate those lots for size (150 ft. width, 30,000 sq. ft.).  The only rental units would be the senior apartments.  Public sewer and water connections are consistent with the Hidden Woods plan, and easements are in place.  Due to the additional 5.2 acres, access to the development would be via Carlson Lane, a town-dedicated road, instead of creating a new cut onto Wayneport Road.  Current zoning is R-22 for the 41 acres and GC for the 5.2 acres.  The applicant is currently having a market research study done, and the results should be available in approximately six weeks.  The Planning Board members were receptive to this mixed use proposal, and the Town Engineer will meet with the applicant and BME to determine the next steps in the approval process.

 

PB-05-13 – Gambino – Route 31 (rear) – Industrial site plan – Sketch – Fred Shelley of Shelley Associates was present on behalf of the applicant.  Mr. Gambino is purchasing a vacant parcel behind the old McDonald’s restaurant (east of West Wayne Plaza) and would like to build a 1,200 sq. ft. building for his “green” spray foam insulation business.  The building would be used for storage and office space.  There would be one office employee during the day with the installation crews arriving in the morning and then leaving for various job sites.   Access to this parcel is provided by easement over a driveway from West Wayne Plaza to Route 31.  Public water and sewer are available.  Board also reviewed parking, landscaping, floor drains (require separators), building construction and possible expansion area.  A motion to grant sketch plan approval was made by Mert Bartels, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.

 

TOWN BOARD REFERRAL:

 

Waste Management (High Acres Landfill) – Wayneport & Quaker Roads – Special Use Permit Modification – Rail siding – Luann Meyer of Barton & Loguidice, Jenna Amering and Jeff Richardson, District Manager of Waste Management, were present to address the Board.  Mr. Richardson explained Waste Management’s proposal to add a rail siding off the CSX tracks along the south side of the WMNY property.  WMNY is requesting a modification of their Special Use Permit for the rail siding as an additional way to receive solid waste destined for the landfill.  Approximately 2,000 ft. of the siding and the loading/unloading operation will be in the Town of Macedon with another 5,000 ft. of siding in the Town of Perinton.  Overall, approximately 10 acres of land will be disturbed (3 acres in Macedon) for the rail siding, concrete pad and lighting.  Waste containers will come from transfer stations in Albany and points south in 40-car trains (4 containers per car).  Waste material would be screened at the transfer stations before being placed into sealed containers and transported by rail to the landfill.  At High Acres the containers would be off-loaded onto trucks and taken to the working face.  Containers would remain sealed until they are tipped & inspected at the working face.  Empty containers would be resealed, returned to the siding and loaded onto rail cars for removal.  Containers would be completely processed within 24-48 hours.  The additional waste volume will be within WMNY’s currently permitted capacity.

 

Mr. Richardson explained that delivery via train will be environmentally cleaner by removing some current trucks from the road and providing additional volume that will not be coming in by trucks.  Train delivery will also provide a more consistent workload at the landfill site.  Hours of operation would remain the same as currently permitted.  WMNY has also requested a modification of their DEC permit for operations and maintenance to encompass this rail siding/delivery operation.

 

In response to a Board member’s question, Mr. Richardson explained that the previously approved transfer station and shooting range project would not come to fruition.  Those materials are now going to a single stream facility in Monroe County for processing.   When asked about a timeline for the rail project, Mr. Richardson stated that if approvals were received by the end of May, they could begin construction this year and be in operation a year from now.  A motion for a positive recommendation to the Town Board was made by Mark McEwen, seconded by Suzanne Airy.  All in favor (Rooney absent); motion carried.
