PLANNING BOARD

September 24, 2012

 

 

PRESENT:  Members Suzanne Airy, Mert Bartels, Mark McEwen, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Chairman Doug Allen, Tom Morrison and Town Councilman David McEwen.

 

Vice Chairman Bartels called the meeting to order at 7:35 p.m.

 

OLD BUSINESS:

 

TJJK Properties, LLC (Maxwell) – 997 Route 31 – Town Board referral – Twilight on the Erie campground – Board members discussed the following conditions regarding the Special Use permit approval:

 

1)      Pets – Campground rules adequately cover this subject. 

2)      Off-season storage of RV’s – Storage limited to seasonal campers who

are prepaid for the following season.  Access during the off season to be

secured and/or escorted.

3)      No items to be stored outside RV’s.

4)      Vehicles – Park rules prohibit operation of motorcycles, minibikes, mopeds &

& ATV’s within the park.  Golf carts, rangers, side-by-sides should be limited

to one (1) per campsite.

5)      Lawn/lot maintenance – Park owner should be responsible for all mowing;

seasonal campers would be limited to string trimmers for individual lot

maintenance.

6)      Decks/porches/sheds – No wooden decks to be allowed; concrete or paver

patios may be installed in coordination with the park owner.  No porches or

additions attached to the RV’s would be allowed.  Screen enclosures

installed as part of an RV awning would be permitted, as well as

stand-alone screen tents.  Sheds would be limited to a maxixmum 8’ x 8’

in size, plastic/vinyl construction and placed at the rear of the site.

7)      RV skirting would not be allowed.

8)      Dates of operation (season) to be in park rules – April 1st to October 31st.

9)      Caretaker’s residence – Any year-round caretaker’s residence on the property

may not be subdivided out to be on a stand-alone parcel at any time in the future.

10)  Seasonal vs. daily campsites – Seasonal lots cannot exceed 50% of the total

number of sites.

11)  Storage of gasoline & propane – No site to have propane cylinders that exceed

the number and size of those originally supplied with the RV unit.  Daily/weekly

rental sites would not be allowed to store gasoline or fuel.  Seasonal sites would be limited to not more than two (2) gallons of gasoline to be stored inside a shed.

 

The Town Engineer will provide the itemized comments to the Town Board prior to their October 11th meeting.

 

A motion was made by Kevin Rooney, seconded by Suzanne Airy, for a positive referral for this Special Use permit subject to the campground rules as provided and with comments/conditions to be provided by the Town Engineer.  All in favor (D. Allen & T. Morrison absent); motion carried.

 

MINUTES:

 

A motion to approve the 09-10-12 minutes was made by Suzanne Airy, seconded by Greg Whitney.  All in favor (D. Allen & T. Morrison absent); minutes approved.

 

Minutes of the 08-27-12 meeting could not be approved due to lack of correct quorum.

 

ADJOURNMENT:

 

A motion to adjourn the meeting was made by Suzanne Airy, seconded by Mert Bartels.  All in favor (D. Allen & T. Morrison absent); meeting adjourned at 8:30 p.m.
