PLANNING BOARD

August 27, 2012

 

 

PRESENT:  Chairman Douglas Allen and members Mert Bartels, Mark McEwen and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Suzanne Airy, Tom Morrison, Kevin Rooney and Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:33 p.m.

 

OLD BUSINESS:

 

PB-08-12 – TJJK Properties, LLC (Maxwell) – 997 Route 31 – One-lot realty subdivision and campground site plan (Twilight on the Erie) – Applicant Barb Heald and engineer Don Lewis were present to address the Board.  Mr. Lewis then reviewed the revised site plan.  The subject property is being subdivided into two (2) lots, 29 acres will be retained with the existing farmhouse and 100 acres will be in the campground parcel.  At the end of Phase 3, the campground site will utilize approximately 60 of its 100 acres.  Tent sites have been added along the north side (no sewer/water service).  All full-season and daily sites will have water & sewer connections.  The three (3) one-room cabins will have electricity, no sewer with water service outside.  Amenities have been added:  Basketball & volleyball courts, garden, pool, and walking trails which can connect to existing Town trails.  As currently planned, Phase 1 will have 138 sites; however, this number may be reduced in order to retain certain features, such as trees, when the grading work begins.  Overall drainage is to the northeast through culverts, swales and stormwater management area.  Sewer is gravity flow.  This week the applicant will submit plans for NYS Health Department approval.  A determination from NYS DEC has been received regarding wetlands (one area on the southeast portion).  There are also some Federal wetland areas through the middle of the property.  None of the wetland areas will be disturbed.  Roadways meet Fire Code requirements (20 ft. wide by any permanent structure).   Parking spaces have been added near the entrance.  A typical campsite is 40’ x 60’ with pull-through sites at 40’ x 68’.  The size of the sites will allow room for grading between sites to handle drainage.  Applicant will be requesting a 5-acre SWPPP waiver from DEC.

 

The Board then reviewed Part 2 of the long-form Environmental Assessment as follows:

 

Impact on Land: 

(1)   Physical change to project site – Yes; small to moderate.  Construction will

take more than one year and will be done in more than one phase.

(2)   Any effect to unique/unusual land forms – No

Impact on Water:

(3)  Affect any protected water body – No.  No wetlands on site will be disturbed. (4)  Affect any non-protected water body – No

(5)  Affect surface or groundwater quality – Yes; small to moderate.  Stormwater

       runoff from developed areas of the project to be mitigated by new on-site

       stormwater management facilities per NYS DEC standards.

(6)    Alter drainage flow/patterns/surface runoff – Yes; small to moderate.  

 Regraded areas of site to drain to new stormwater management pond per

 DEC standards.

Impact on Air: 

(7)  Affect air quality – No

Impact on Plants & Animals: 

(8)  Affect any threatened/endangered species – No

            (9)  Affect any non-threatened/non-endangered species – No

Impact on Agricultural Resources:

(10)    Affect agricultural resources – Yes; small to moderate.  Approximately 35

acres of active farmland within an agricultural district will be converted to another use.

Impact on Aesthetic Resources:

(11)    Affect aesthetic resources – No

Impact on Historic/Archaeological Resources:

(12)    Impact any site/structure of importance – No.  Archaeological study done &

nothing found.

Impact on Open Space & Recreation:

(13)    Affect quality/quantity of open space/recreational opportunities – Yes; small to moderate.  This project will increase recreational opportunities in conjunction with the adjacent Erie Canal.

Impact on Critical Environmental Areas:

(14)    Impact exceptional/unique environmental area – No

(15)    Affect existing transportation systems – No.  Traffic will be sporadic & there is substantial stacking space into the site.

Impact on Energy:

(16)    Affect sources of energy/fuel – No

Noise & Odor Impact:

(17)    Objectionable odors/noise/vibration – No.  Property is isolated & buffered.  It is not adjacent to any residential property in any direction.  Campground rules address noise, and there is a Town Noise Ordinance in place.

Impact on Public Health:

(18)    Affect public health & safety – No

Impact on Growth & Character of Community or Neighborhood:

(19)    Affect character of existing community – Yes; small to moderate.  Town

Master Plan calls for recreation use on this site.  Increased density due to seasonal use.  Demand for additional fire/EMS is low.  Example cited was an average of two (2) emergency calls per year for all nine (9) existing campgrounds in Wayne County.

(20)    Public controversy – No

 

Board members noted it would not be necessary to complete Part 3 of the EAF.  The public hearing will be held on September 10th.

 

LOG-IN:

 

PB-12-12 – Alpco Recycling, Inc. – 846R Route 31F – Industrial site plan (transfer station) – Board members briefly reviewed the application.  The proposal is for a transfer station to sort C & D materials.  A long-form EAF will be required.

 

MINUTES:

 

Minutes of the 08-13-12 meeting could not be approved due to lack of correct quorum.
