TOWN OF MACEDON

PLANNING BOARD

April 9, 2012

 

 

PRESENT:       Members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen, Town Councilman David McEwen (via Skype) and Board Clerk Susan Bush.  Absent was Chairman Doug Allen.

 

Vice Chairman Mert Bartels called the meeting to order at 7:32 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

PUBLIC HEARINGS:

 

PB-02-12 – Bumpus/Baxter – Pannell Road – Site plan – Single-family residence – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.  Fred Shelley of Shelley Associates was present on behalf of the applicant.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

PB-03-12 – Pinkley – 1900 Magog Road – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.  Fred Shelley of Shelley Associates was present on behalf of the applicant.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

PB-05-12 – Geldorf – 2592 Creek Road – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.  Attorney Cynthia Kukuvka was present on behalf of the applicant.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

PB-06-12 – Fladd/Reynolds – 1649 Paddy Lane – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.  Applicant Ann Fladd and Fred Shelley of Shelley Associates were present to speak for this application.  There was no one else present to speak for or against the application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

 

NEW BUSINESS:

 

PB-02-12 – Bumpus/Baxter – Pannell Road – Site plan – Single-family residence – Preliminary & final – Fred Shelley of Shelley Associates reviewed the plan.  As requested by the Town Engineer during sketch plan approval, the driveway width has been amended to 15 ft.  Mr. Shelley also indicated the property owner has been advised of the maximum size per Code for a proposed barn.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen absent); motion carried.  A motion was made by Kevin Rooney, seconded by Tom Morrison, to grant approval for preliminary & final site plan as submitted.  All in favor (Allen absent); motion carried.

 

PB-03-12 – Pinkley – 1900 Magog Road – One-lot realty subdivision – Preliminary & final – Fred Shelley of Shelley Associates reviewed this request.  The applicant has a 99+ acre parcel which is being subdivided into two lots.  The owner will retain the residence and approximately 32 acres, and the balance (farmland) will be sold.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen absent); motion carried.  A motion to grant approval for preliminary & final subdivision as submitted was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen absent); motion carried.

 

PB-05-12 – Geldorf – 2592 Creek Road – One-lot realty subdivision – Preliminary & final – Cynthia Kukuvka, attorney for the applicant, reviewed the request.  This is a 42+ acre parcel which is being subdivided into two lots.  The owner will retain approximately 7+ acres with the residence & barns, and the balance (farmland) will be sold.  A motion to grant negative SEQR declaration was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen absent); motion carried.  A motion to grant approval for preliminary & final subdivision as submitted was made by Kevin Rooney, seconded by Tom Morrison.  All in favor (Allen absent); motion carried.

 

PB-06-12 – Fladd/Reynolds – 1649 Paddy Lane – One-lot realty subdivision – Preliminary & final – Fred Shelley of Shelley Associates reviewed this request.   The applicant (Fladd) is purchasing a 20 ft. wide strip of land from the adjoining property (Reynolds).  The additional strip of land will be transferred to Fladd and will allow the installation of a sewer force line to tie into the Village of Macedon sewer system.  Permission for the connection has been granted by the Village, but their Planning Board approval will also be needed (May).  A motion to grant negative SEQR declaration was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Allen absent); motion carried.  A motion to grant approval for preliminary & final subdivision as submitted was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

PB-04-12 – Ferri – Route 350 – Industrial site plan – Log-in & sketch – Fred Shelley of Shelley Associates reviewed this request.  The applicant is the owner of a concrete business specializing in poured walls, and the company now needs a larger facility.  The proposed building will have storage space for vehicles and equipment, as well as a small office for the owner’s use.  Outdoor storage will be screened by the building.  There will be very little vehicle traffic into and out of the site.  Only drivers will come to this site to pick up vehicles; other employees report directly to the individual work sites.   Building location meets required setbacks; there is adequate sight distance on Route 350; landscaping will be installed at the corner of the building; existing trees will be preserved as much as possible.  Board members requested the driveway apron be paved far enough in to accommodate a truck pulling in or out as well as having a gate installed to restrict unauthorized access.  Town Engineer asked to have exterior materials and construction details defined before the next meeting.  Mr. Shelley will also provide topographic lines on the final submission.  A motion to grant sketch plan approval was made by Tom Morrison, seconded by Suzanne Airy.  All in favor (Allen absent); motion carried.

 

OTHER BUSINESS:

 

Walmart – 425 Route 31 – Special event area – A request has been received from a car dealership to hold a special sales event at the Macedon Walmart.  The dealership would like to conduct this in an area of the property other than that approved for such events.  Board members discussed various aspects of the request.  The consensus of the Board was that Walmart would have to make an application for modification of their site plan to change the outdoor special event area should they choose to do so.

A motion to approve the 03-12-12 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor (Allen absent); minutes approved.
