TOWN OF MACEDON

PLANNING BOARD

January 23, 2012

 

 

PRESENT:  Chairman Doug Allen and members Suzanne Airy, Mert Bartels, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Mark McEwen and Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:30 p.m.

 

 

NEW BUSINESS:

 

PB-11-11 – AEY Enterprises – 1607 Commons Parkway – Commercial site plan & Special Use permit – Don Lewis, Engineer for AEY, was present on behalf of the applicant.  He submitted a rough elevation of the building, and then reviewed changes made to the site plan since sketch approval was granted.  Some of the changes discussed were:  Reoriented building layout; fenced dumpster pad (west side of parking lot); storm water collection system; sanitary sewer connection with oil/water separator to accommodate in-floor drainage.  Mr. Lewis stated he has met with a representative of Izzo Golf regarding future road dedication.  Details will need to be worked out among Izzo, AEY & the Town.  Town Engineer Scott Allen will discuss turnaround options with the Highway Supervisor.  Board also discussed screening around the property (berms/fences) and relocating the north driveway.  The proposed building will be two-tone steel (gray) with masonry on the office portion.  Shop portion will be pole construction with finished interior.  Prior to the public hearing, the Board would like to see a revision in the grading plan, more elaborate landscaping and complete building elevations.  Truck wash station should also be resolved.  Town Engineer will need an earthwork balance for the project.  He will also schedule a PRC meeting.

 

Special Use Permit – AEY will provide maintenance/service for their own fleet as well as outside vehicles.  Board members felt the use of an automotive service station (primarily heavy trucks) fit the character of the neighborhood and the ORM zoning.  A motion was made by Greg Whitney, seconded by Kevin Rooney, for a positive referral to the Town Board for the AEY Special Use Permit.  All in favor (M. McEwen absent); motion carried.

 

SEQR – A long-form SEQR was submitted with the AEY application.  The Town Engineer felt the long form may have been unnecessary.  The proposed use is compatible with the neighborhood; traffic will not be an issue; Phase 1 environmental study has been done as well as an archaeological review.  Applicant will provide a short-form SEQR prior to the public hearing.

 

 

 

ZBA REFERRALS:

 

Z-01-12 – Hansen (Marvin) – 1005 Victor Road – Interpretation of decision – Planning Board had no opinion on this matter.

 

Z-02-12 – DeMitry2283 Vandy Drive – Area Variance – Section 135 Schedule I – Side & front setbacks for addition – A motion was made by Kevin Rooney, seconded by Mert Bartels, for a positive referral to the Appeals Board.  All in favor (M. McEwen absent); motion carried.

 

 

MINUTES:

 

A motion was made by Suzanne Airy, seconded by Mert Bartels, to approve the 01-09-12 minutes.  All in favor (M. McEwen absent); minutes approved.
