PLANNING BOARD

April 25, 2011

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Tom Morrison and Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:33 p.m.  A motion to waive reading the Legal Notice was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-01-11 – Beckenbach – 1116 Route 31 – Commercial site plan – A motion to open the public hearing was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.  James Beckenbach and site engineer Don Lewis of AEY were present to review the proposal.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Greg Whitney.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-01-11 – Beckenbach – 1116 Route 31 – Commercial site plan – Preliminary & final – Don Lewis, site engineer, gave an overview of the project.  Mr. Beckenbach will be moving his business from Main St. to this location, adding 6800+ sq. ft. to the existing building for showroom, retail and service areas.  The ZBA has granted a variance for expansion of a non-conforming building and front setback (40 ft.).  Parking areas have been re-arranged and areas added on the west side and rear to accommodate the required number of spaces.  Existing utilities will be extended, surface water will drain to the rear of the property, and acreage disturbance will be below that required for SWPPP.  Applicant has not received NYS DOT’s official comment, but there has been discussion regarding relocating the western access point onto Route 31.  Architectural renderings were reviewed.  Masonry has been added to the front around the doorways & service bay access.  Masonry has also been added to the east and west ends, along with decorative roof vents.  Building will have a dark grey metal roof with lighter grey metal walls.  Applicant did not have color samples available for the Board to review; however, he stated the wall color will be a “standard medium grey”.  Various methods of enhancing the building’s exterior were discussed, including systems to attach the metal panels, decorative vents on the east and west ends of the building, black-out windows on the west end and landscaping on the east end.  The Board agreed the metal panels on the front, east and west ends of the building should be attached by a system other than visible screws, two windows (possibly black-out) will be added to the west end of the building and substantial landscaping will be added to the east end of the building to soften the appearance.  Mr. Beckenbach stated that “down wash” sconces similar to those on the front of the building will be added to the east end.

 

A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  A motion was made by Kevin Rooney, seconded by Greg Whitney, to grant preliminary and final site plan approval with the following conditions:  (1) Two windows to be added on the west end of the building; (2) Plantings on the east end of the building must be significant enough to break up that façade; (3) No exposed screws on the front, east & west ends of the building; (4) DOT approval for Route 31 access points.  Roll Vote:  Airy – no; Bartels – yes; McEwen – no; Morrison – absent; Rooney – yes; Whitney – yes; Allen – yes.  Motion was carried.

 

MINUTES:

 

A motion to approve the 04-11-11 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor; minutes approved.

A motion to adjourn the meeting was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor; meeting adjourned at 8:25 p.m.
