PLANNING BOARD

April 11, 2011

 

 

PRESENT:   Members Suzanne Airy, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Doug Allen and Mert Bartels.

 

Acting Chairman Tom Morrison called the meeting to order at 7:35 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-03-11 – DeHollander – Chesterwood Drive – 3-lot subdivision & residential site plans – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor; motion carried.  Applicant Scott DeHollander was present to address the Board.  He has proposed subdividing a 8.55 acre wooded parcel into three (3) residential lots of 2.0, 2.46 and 4.09 acres.  All lots exceed zoning minimums and preserve as much of the wooded area as possible.  Clearing limits are shown on the plan.  Water service will be supplied from a main along Chesterwood Drive, and each residence will have a conventional septic system.  Drainage issues were then discussed.  Mr. DeHollander stated the existing drainage swale along Chesterwood Drive will be deepened to improve the drainage from the proposed lots and presented photos of the areas to be addressed.  A resident from Chesterwood Drive expressed concern with the drainage from his lot and proposed Lot 6 and also presented photos of problem areas.  Discussion followed regarding drainage revisions to be made prior to approval of the final site plan with drainage work to be done prior to sale of the first residence.

 

There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Greg Whitney, seconded by Suzanne Airy.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-03-11 – DeHollander – Chesterwood Drive – 3-lot subdivision & residential site plans – The Town Engineer advised the Board that the SEQR has been noted as follows:   “drainage swale improvements to alleviate localized ponding are required.”  A motion to grant a negative SEQR declaration was made by Kevin Rooney, seconded by Greg Whitney.  All in favor; motion carried.  A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary and final three-lot subdivision and residential site plan approval for Chesterwood Lots 4, 5 & 6, subject to Town Engineer review and approval of revised drainage plans.  All in favor; motion carried.

 

 

MINUTES:

 

A motion to approve the 03-28-11 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor; minutes approved.

A motion to adjourn the meeting was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; meeting adjourned at 8:20 p.m.
