PLANNING BOARD

March 14, 2011

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen (via Skype), Town Engineer Scott Allen and Board Clerk Susan Bush.

 

Chairman Allen called the meeting to order at 7:35 p.m.

 

OLD BUSINESS:

 

PB-01-11 – Beckenbach – 1116 Route 31 – Commercial site plan – Applicant Jim Beckenbach and engineer Don Lewis were present to explain their site plan.  To meet the intended needs of the building, parking spaces have been increased to 37-38.  Vehicles being serviced will also be stored inside the building, bringing the total capacity to 48-49.  Two (2) spaces will be designated for the existing apartment.  There are currently two (2) driveway access points onto Route 31.  One of these will be closed and relocated farther west, and a one-way drive aisle will be created.  DOT approval will be needed for the change in access.  The existing sign pylon will remain.  Applicant stated it would not be possible to retain and duplicate the brick on the existing structure.   The proposed front façade will have a brick veneer (masonry product), with light grey metal walls and dark grey accents.  The west side would be two colors of grey without the brick veneer.  The roof will be dark grey metal.  Gutters will run across the entire front of the building with drainage routed to the rear into an existing swale.  Board members discussed the building’s exterior and asked to have color elevations submitted.   Applicant stated he is looking for cost effective options for the project, but would try to incorporate some architectural items such as additional brickwork, colors on the dormers and garage doors, decorative lighting, etc. 

 

TOWN BOARD REFERRAL:

 

PB-02-11 – Creekside Pet Resort – 2060 O’Neill Road – Change of use – Town Engineer Scott Allen reviewed the Town Code for ORM Zoning which states “other uses that. . . are similar in nature” can be permitted with Town Board approval and an advisory opinion from the Planning Board.  Other buildings on this property house a part-time manufacturing operation and a company which outfits emergency response vehicles.  For the proposed use, fencing would be the only site plan modification.  A letter has been received from the property owner supporting this action.  Applicant Robert Maher was present to explain his request.  Approximately five years ago, he and his partner began an “upscale” pet boarding facility in Walworth.  Animals are housed in rooms, not cages or crates.  The business has been quite successful; however, there is no room for expansion, and they are looking for a second location.  The proposed site is desirable because it is secluded, buildings are well maintained by the owner, and there are few residences in the vicinity.  In day-to-day operation, the animals would not be left outside, and waste would be constantly cleaned up and disposed of through a commercial waste hauler.  Client traffic will be spread throughout the day with no “peak” times.  A motion was made by Mert Bartels, seconded by Kevin Rooney, to give a positive referral to the Town Board for a change of use as proposed for Creekside Pet Resort.  All in favor; motion carried.

 

ZBA REFERRAL:

 

Z-01-11 – Knobel1651 Walworth Road – Area Variance – Section 135-61-B-3 – Accessory structure larger than primary structure – Board briefly discussed this application and recommended a positive referral to the ZBA.

A motion to approve the 01-10-11 minutes was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor; minutes approved.
