TOWN OF MACEDON

PLANNING BOARD

March 8, 2010

 

 

PRESENT:       Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Mark McEwen.

 

Chairman Allen called the meeting to order at 7:32 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-01-10 – Murphy – Wilkinson Road – Residential site plan – A motion to open the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.  Robert Murphy was present to explain his application for a single-family residence on Wilkinson Road.  Also present were the residents at 1071 Wayneport Road whose property abuts Mr. Murphy’s.  They expressed concern about adverse effects of drainage and/or run-off that may come toward their property and two others along Wayneport Road.  Town Engineer Allen explained the issue of clearing the drainage ditch has been broached in the past; however, one of the property owners denied the Town access.  The Town is willing to do the drainage project if an easement can be obtained from all the parties.  Mr. Allen also stated that one single-family home should not have an impact on the drainage patterns for these neighbors, especially given the distance between the new home and the Wayneport Road residents.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-01-10 – Murphy – Wilkinson Road – Residential site plan – The Town Engineer reviewed this site plan with the Board.  The driveway is sited on the crest of a knoll and provides good sight distance.  First perc tests on the top of the drumlin were not acceptable.   Another area was tested on the side of the drumlin which resulted in better soil types and acceptable results.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  A motion was made by Kevin Rooney, seconded by Mert Bartels, to grant preliminary & final site plan approval for a single-family residence per the application.  All in favor; motion carried.

 

MINUTES:

 

A motion to approve the 02-09-10 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.

 

ADJOURNMENT:

 

A motion to adjourn the meeting was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; meeting adjourned at 7:47 p.m.
