PLANNING BOARD

PRESENT:  Vice Chairman Mert Bartels, members Suzanne Airy, Tom Morrison & Greg Whitney.  Also present were Town Councilwoman Sandy Pagano, Town Engineer Scott Allen & Board Clerk Susan Bush.  Absent were Chairman Doug Allen, Mark McEwen & Kevin Rooney.

 

Vice Chairman Bartels called the meeting to order at 7:38 p.m. 

 

A motion to waive reading the Legal Notice was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.

 

 

PUBLIC HEARINGS:

 

PB-19-09 – Robbins – Haak Road – Residential site plan – A motion to open the public hearing was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.  Applicants Matthew & Heather Robbins were present.  There was no one else to speak for or against this application.  A motion to close the public hearing was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.

 

PB-23-09 – Murphy (Larkin) – Wilkinson Road – Two-lot realty subdivision – A motion to open the public hearing was made by Tom Morrison, seconded by Greg Whitney.  Realtor James Denniston was present on behalf of the applicant.  There was no one else to speak for or against this application.  A motion to close the public hearing was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.

 

PB-15-09 – Clark – 3185 & 3207 Route 350 – Three-lot realty subdivision – A motion to open the public hearing was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.  Applicant Howard Clark and surveyor Tim Vollinger were present.  There was no one else to speak for or against this application.  A motion to close the public hearing was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.

 

 

OLD BUSINESS:

 

PB-19-09 – Robbins – Haak Road – Residential site plan – Preliminary & final – The Robbins plan to build a single-family residence on a 5.9 acre parcel located on the north side of Haak Road at the Palmyra town line.  Town Engineer Allen had no engineering comments; perc test was good & sight distances are acceptable.  Wayne County Planning Board found no countywide impact; however, they suggested the FEMA flood zone and national wetland areas be delineated on the site plan.  The Town of Palmyra was notified of the Public Hearing date.  A motion for negative SEQR declaration was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.  A motion was made by Tom Morrison, seconded by Greg Whitney to grant preliminary & final site plan approval with FEMA flood zone and national wetland areas to be delineated.  All in favor; motion carried.

 

PB-15-09 – Clark – 3185 & 3207 Route 350 – Three-lot realty subdivision – This is the re-subdivision of two lots with existing houses into three lots, establishing a vacant third lot in the middle (Lot 2).  All three lots meet current NCD zoning size requirements.  In a separate action, the applicant is seeking a setback variance due to a sewer easement on Lot 2 before applying for site plan approval.  A motion for negative SEQR declaration was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.  A motion to grant a three-lot realty subdivision was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.

 

 

NEW BUSINESS:

 

PB-23-09 – Murphy (Larkin) – Wilkinson Road – Two-lot realty subdivision – This request is for subdivision of a 54+ acre parcel which spans both sides of Wilkinson Road.  Subdivision would be done at the road, creating lots of 28+ acres on the south side and 25+ acres on the north side of Wilkinson Road.  The applicant, Murphy, will be purchasing the north lot from the current owner, Larkin.  There is no site plan proposed at this time.  A motion for negative SEQR declaration was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.  A motion to grant a two-lot realty subdivision was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; motion carried.

 

PB-22-09 – Zufelt1064 Wilson Road – Home occupation – Laura Zufelt is a licensed massage therapist and would like to provide therapy services from her home.  Initially the business hours would be limited to weekends but may be expanded to evenings if warranted.  The Zufelts have a spare room which they would convert for this use.  Their home is located 700+ ft. from the road on a 16 acre parcel.  The driveway has a turn-around, and there should be no problem accommodating additional cars as a result of the business (one or two clients at the same time).  No advertising/business sign will be installed.  A motion was made by Tom Morrison, seconded by Suzanne Airy, to approve this home occupation per business plan submitted.  All in favor; motion carried.

 

 

MINUTES:

 

A motion to approve the 11-23-09 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.
