TOWN OF MACEDON

PLANNING BOARD

February 9, 2009

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Brian Gagne and Tom Morrison.  Also present were Town Councilwoman Sandy Pagano, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Mark McEwen and Kevin Rooney.

 

Chairman Allen called the meeting to order at 7:35 p.m.  A motion to waive reading the legal notice was made by Mert Bartels, seconded by Tom Morrison.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-02-09 – Gananda Education Corp. – 1339 Eddy Road – One-lot realty subdivision – A motion to open the public hearing was made by Mert Bartels, seconded by Tom Morrison.  All in favor; motion carried.  There was no one present to speak for or against this application.  A motion to close the public hearing was made by Mert Bartels, seconded by Tom Morrison.  All in favor; motion carried.

 

ZBA REFERRAL:

 

Z-06-08 – Prime Development – 1241 Route 31 – Area Variance – Sections 135-190-A & C, 135-191-B – Number & size of signs – The revised monument sign was reviewed.  A motion was made by Brian Gagne, seconded by Suzanne Airy, for a positive referral on the sign package with the condition the monument sign’s message board cannot automatically change or scroll.  All in favor; motion carried.

 

TOWN BOARD REFERRALS:

 

VanEtten – 2157 Barnes Road – Special Use Permit – Small business (sale of coal/coal stoves) – Mr. & Mrs. VanEtten were present to answer questions regarding their application.  It was noted there would be no inventory of stoves kept on site; sale is through brochure only.  The VanEttens receive bulk deliveries of coal, which are dumped on the ground, then bagged and stored in trailers.  Their long-term goal is to build a pole barn to house this operation.  Board members had concerns about the visibility of the storage trailers.  It was agreed that screening of some type should be installed around the trailers, possibly arborvitae and/or evergreens on a low berm.  The hours of operation were also discussed.  Mr. VanEtten stated most of their new customer contact is done by phone or through their website.

 

Board gave a positive referral for this Special Use Permit with the recommendation that screening around the storage trailers be installed to substantially block visibility from the road.

 

Cafalone – 1214 Victor Road – Special Use Permit – Small landscaping business – Brian Cafalone was present to explain his application.  The Cafalones moved to Victor Road in August of 2008.  Mr. Cafalone’s business is lawn maintenance, building sidewalks/walls, snowplowing, etc.  His equipment is stored in an existing (8,200 sq. ft.) barn.  Outside storage would include a mulch pile behind the barn, two (2) 500 gal. fuel tanks and possibly one (1) truck & trailer in the summer.  Hours of operation were discussed with the Town Engineer pointing out the Code requirements of 7:00 a.m. to 7:00 p.m.

 

Board gave a positive referral for this Special Use Permit.

 

OLD BUSINESS:

 

PB-02-09 – Gananda Education Corp. – 1339 Eddy Road – One-lot realty subdivision – Preliminary & final – This parcel is being divided in order to donate one portion with an existing building to the Gananda Central School District.  A motion for negative SEQR declaration was made by Tom Morrison, seconded by Brian Gagne.  All in favor; motion carried.  A motion to grant preliminary/final realty subdivision was made by Tom Morrison, seconded by Brian Gagne, with the condition the R-1A portion be merged with the existing lands of Gananda School District.  All in favor; motion carried.

 

MINUTES:

 

A motion to approve the 01-26-09 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.

 

ADJOURNMENT:

 

A motion to adjourn was made by Suzanne Airy, seconded by Mert Bartels.  All in favor; meeting adjourned at 8:13 p.m.
