PLANNING BOARD

February 25, 2008

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Brian Gagne and Mark McEwen.

 

Chairman Allen called the meeting to order at 7:33 p.m.

 

OLD BUSINESS:

 

PB-14-07 – Spectra Group – Route 31/North Wilson Road – Realty subdivision & commercial site plan/subdivision – Brad Hill of Spectra Development reviewed changes to the grading plan, strip plaza building elevations (canopies, decorative lighting, split-face block on rear) and pylon sign.  He would like to proceed with architectural plans, and Board members concurred with this request.  DOT, DEC & Army Corps reviews and approvals are needed.  Mr. Hill will be setting up a meeting with DEC to go over the storm water plans.   Andy Hart of Bergmann Associates was present on behalf of Goodwill.  He will soon have samples of the stamped metal and fencing and will be coming back for building review.

 

PB-14-05 – Waterford Land Development LLC (Hidden Woods) – Wayneport RoadLinc Swedrock from the engineering firm of BME Associates was present on behalf of the applicant.  This project received preliminary approval overall (47 lots/41 acres) and preliminary/final for the first phase (15 lots/11 acres) in November, 2005.  They have also received DEC, DOH and DOT approvals for Section 1.  The maps were signed in November, 2006.  The developer did not go forward with the project at that time, and the maps are now invalid due to the time lapse.  Maps must be filed with the County within 62 days of the signing date.  Board members discussed trails vs. sidewalks, road dimensions, water service and Wayneport Road reconstruction/impact fee.  They felt Hidden Woods was better suited to a trail system due to site specifics and access to the old trolley bed/trail system.  Members also felt the Wayneport Road impact fee should be raised to $15,000 from $10,000 previously approved.  A motion was made by Kevin Rooney, seconded by Tom Morrison, to reaffirm the 11-14-05 negative SEQR declaration, preliminary approval for 47-lot realty subdivision and preliminary/final approval for 15-lot realty subdivision and single-family residential site plans subject to all previous conditions with the exception of the Wayneport Road impact fee revised to $15,000.  All in favor; motion carried.

 

LOG-IN:

 

PB-03-08 – Niven/Engel – Barnes Road – One-lot realty subdivision – Members briefly discussed the gravel pit on this property.  Present mining operation does not include the area to be subdivided.

 

 

MINUTES:

 

The 02-11-08 minutes could not be approved due to lack of proper quorum.
