PLANNING BOARD

February 11, 2008

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Brian Gagne and Mark McEwen.  Also present were Councilman Ken Nawrocki (entered late), Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Tom Morrison and Kevin Rooney.

 

Chairman Allen called the meeting to order at 7:30 p.m.  A motion to waive reading the Legal Notice was made by Brian Gagne, seconded by Mark McEwen.  All in favor; motion carried.

 

At this point, Chairman Allen recused himself and turned the meeting over to Vice Chairman Mert Bartels.

 

 

PUBLIC HEARING:

 

PB-02-08 – Lawrence – Eddy Road – One-lot realty subdivision – A motion to open the public hearing was made by Brian Gagne, seconded by Mark McEwen.  All in favor; motion carried.  Doug Allen was present on behalf of the applicant Charleen Lawrence.  There was no one else present to speak for or against this application.  A motion to close the public hearing was made by Brian Gagne, seconded by Mark McEwen.  All in favor; motion carried.

 

 

OLD BUSINESS:

 

PB-02-08 – Lawrence – Eddy Road – One-lot realty subdivision – Preliminary & final – This is the subdivision of 2.7 acres from a 23+ acre parcel.  Property adjoins the Gananda School District and was recently rezoned NCD.  Applicant’s intent is to transfer the parcel to the Gananda Education Committee who will build a storage shed before donating the property to the school.  Applicant felt this would be a good use for the property, and it would be well maintained by the school.  A motion for negative SEQR declaration was made by Brian Gagne, seconded by Mark McEwen.  All in favor; motion carried.  A motion for preliminary & final one-lot realty subdivision was made by Brian Gagne, seconded by Mark McEwen.  All in favor; motion carried.  It is noted that Doug Allen abstained from all Board discussion and voting on this matter.

 

Vice Chairman Bartels then turned the meeting back over to Chairman Allen.

 

PB-14-07 – Spectra Group – Route 31/North Wilson Road – Realty subdivision & commercial site plan – Brad Hill of Spectra Development, Andy Hart of Bergmann Associates, and Jason Monroe of Macedon Excavating were present on behalf of the applicant.  Mr. Hill and Mr. Monroe reviewed the new grading plan:  1) Grade for North Wilson Road changed substantially; (2) Grade differential between road & adjoining property to east has been reduced; (3) The 2:1 slopes are now 3:1, except for around ponds; (4) Amount of dirt to be moved has been reduced; (5) Swale between strip plaza and Goodwill building has been eliminated; (6) Strip plaza & Goodwill now at same elevation; (7) Goodwill building moved approx. 19 ft. to the east; (8) Slope in parking areas is 4% (will be looking to reduce to 3% range); (9) Strip plaza access points have changed & will probably change again; (10) Two new detention ponds to accept drainage from the front outparcels; (11) Existing drainage ditch will be piped under the access road only.

 

Councilman Nawrocki entered the meeting at 7:50 p.m.

 

The three outparcels along Route 31 will continue to drain as at present until they are developed.  Once developed, drainage will be to the two new detention ponds.

 

Building elevations for the strip plaza were then reviewed.  Changes include full canopy with columns across the front of the building; major pop-up is more rounded with returns; additional pop-ups to break up the faηade; pop-ups on end caps; east side will have 5 ft. of plantings and 5 ft. of sidewalk for separation from parking spaces.  Lighting will be provided by decorative fixtures on each column and lights under the canopy.

 

Andy Hart of Bergmann Associates then reviewed the ABVI/Goodwill elevations.  Paint has been eliminated from the back of the building & the bottom of the front.  Split-face block will be used on the rear to match front brick.  A/C ducts on the back of the building will be boxed with color-coated metal to match building exterior.  A/C units will be screened with vinyl fencing, colored to match building exterior.  Mr. Hart also stated the ABVI/Goodwill site plan will be revised to match the Spectra plan.

 

A motion was made by Brian Gagne, seconded by Mert Bartels, that the Town of Macedon Planning Board declare its intent to act as lead agency for the environmental review process for Spectra Group (Macedon Marketplace) application (PB-14-07) at Route 31 & North Wilson Road.  All in favor; motion carried.

 

PB-14-05 – Waterford Homes (Hidden Woods) – Wayneport Road (Phase I) – This project received approval on 11-14-05 with mylars signed in November, 2006.  Developer would now like to sell the project and needs up-to-date signatures on the mylars before filing the subdivision.  Board members felt the developer should come back to review the project before any action is taken.

 

 

MINUTES:

 

A motion to approve the 01-28-08 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor; minutes approved.
