PLANNING BOARD

August 13, 2007

 

 

PRESENT:  Chairman Doug Allen, members Mert Bartels, Suzanne Airy, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Brian Gagne.

 

Chairman Allen called the meeting to order at 7:30 p.m.  A motion was made by Mert Bartels, seconded by Kevin Rooney, to waive reading the Legal Notice as it appeared in the Times.  All in favor; motion carried.

 

 

PUBLIC HEARING:

 

PB-09-07 – Kemp/Duffy (Super Seal) – Quaker Road – Realty subdivision and commercial site plan – A motion to open the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.  David Matthews, Matthews Consulting, was present on behalf of the applicants.  He reviewed three changes requested during sketch plan approval.  (1)  A 40 ft. storm water easement has been added to the plan; (2) Entrance gate has been moved back to 45 ft. from the edge of Quaker Road with driveway paved to the gate; (3) From Quaker Road to the gate, the driveway has been widened to 24 ft.

 

The building will be tan/cream with a dark green or maroon roof.  Existing trees in front of the building will be left, except for utility and driveway cuts.  This lot is approximately 15 ft. below road grade, and very little of the building will be seen from the road.  Applicant is planning a 3’ x 2’ landscaped monument sign at the entrance.  Hours of operation will be 7:00 a.m. to 7:00 pm. during the summer months.  There will be no fence; however, the driveway will be gated (possibly a double-swing tubular steel gate).  Any exterior lighting will be on motion sensors.

 

Two residents from Wilcox Road expressed concerns regarding:

-    Wetlands – The Town Engineer stated he did not believe there were any

on the larger Kemp parcel.

-         Outside storage – Mr. Matthews stated no outside storage other than trucks

during the summer season.

-     Aesthetics & landscaping   This is the only lot currently being developed;

                        future lots will be dealt with as they are proposed.  Board will seek

                        uniformity in future development.

 

A motion to close the public hearing was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.

 

 

 

OLD BUSINESS:

 

PB-09-07 – Kemp/Duffy (Super Seal) – Quaker Road – Realty subdivision and commercial site plan – Preliminary & final – Sign and exterior building design were discussed.  Board members would like to do an architectural review of the building plans when the permit application is submitted.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.  A motion was made by Kevin Rooney, seconded by Tom Morrison, to grant preliminary/final subdivision and site plan approval subject to architectural review at the time of the building permit application.  All in favor; motion carried.

 

 

TOWN BOARD REFERRAL:

 

OmniPoint/SBA/Baker – 1382 Wilson Road – Modification of Special Use Permit – Co-location of T-Mobile – Thomas Erwin, Pyramid Network Services, was present on behalf of the applicants.  This project will add six panel antennas for the co-location of T-Mobile on the existing cell tower.  There will be no other changes on the site.  A motion for a positive referral to the Town Board was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.

 

 

MINUTES:

 

A motion to approve the 07-25-07 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.
