PLANNING BOARD

June 25, 2007

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Brian Gagne.

 

 

OLD BUSINESS:

 

PB-06-07 – Bob James/Cedruly/Fairport-Macedon Mini Storage – Route 31F – Dave Matthews, Matthews Consulting, and Don Cedruly were present to review changes made to this site plan/subdivision.  Buildings will be constructed in three phases:  Phase I – 4 buildings along the front; Phase II – 1 building in front & 2 buildings in back (west side); Phase III – Final 3 buildings in back.  Rental demand will govern the completion of Phases II & III.  Building facades will be split-face block in two shades of gray (bottom 5 rows darker than top).  Drainage lay-out has not changed; piping lay-out will be changed to match building pattern.  There will be one public access gate onto the property.  However, there will be two gates in the rear storage area to allow for snow removal.  A 10 ft. green space around the property will also provide snow storage.  Rear outside storage area will be separated from buildings by fence & gate.  Fencing will be done during the last phase of the project.  As part of this approval, the Board requested notation on plan that the outside storage be limited to 80 ft. at the rear.  The only pavement will be along the front of the first row of buildings; remainder will be gravel with a gravel driveway through the property to access the rear storage area.

 

NYS DOT approval has not been received; engineer does not foresee a problem.  The access gate is approximately 70 ft. from the edge of the pavement, allowing large RV’s to get off the highway when entering.  Board requested note on final plan that access gate be located at least 54 ft. from the right-of-way.  A manual override of the access gate in case of an emergency was also discussed.

 

A motion for negative SEQR declaration was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.

 

A motion was made by Kevin Rooney, seconded by Mert Bartels, to grant final subdivision and preliminary/final site plan approval per plan and subject to the following conditions:  (1) Building facades to be split-face block with lowest 5 rows a darker color than top rows; (2) Open storage area to be limited to the back 80 ft. only; (3) Access gate to be at least 54 ft. from the right-of-way.

 

Board then discussed whether the fifth pad along the front should be left as gravel or seeded with grass until the building is constructed as part of Phase II.  Board felt grass would present a better appearance.

 

An amended motion was made by Kevin Rooney, seconded by Mert Bartels, to grant final subdivision and preliminary/final site plan approval per plan and subject to the following conditions:  (1) Building facades to be split-face block with lowest 5 rows a darker color than top rows; (2) Open storage area to be limited to the back 80 ft. only; (3) Access gate to be at least 54 ft. from the right-of-way; (4) Fifth building pad along the front will be seeded to grass until needed.

 

It was noted that building elevations should be included with the approval.  Tom Morrison also asked that the 06-11-07 minutes be referenced.

 

Roll vote of the members was taken as follows:  Airy – yes; Bartels – yes; Gagne – absent; McEwen – no; Morrison – yes; Rooney – yes; Allen – yes.  Amended motion carried. 

 

PB-08-07 – Czadzeck3243 Locust Circle – Home occupation – As requested, the applicant presented letters of support from neighbors at 3241 & 3246 Locust Circle and photos of her home showing adequate parking space.  A motion was made by Mert Bartels, seconded by Kevin Rooney, to approve this home occupation (massage therapy).  All in favor; motion carried.

 

 

NEW BUSINESS:

 

Skyline North – 1604 Wayneport Road – Sign – Frank Leggio, President of Skyline North, has requested a third sign to be erected on the rear of their building.  Appropriate variance was granted by the Appeals Board, and the Planning Board gave a previous positive referral.  A motion was made by Mert Bartels, seconded by Kevin Rooney, to approve this sign.  All in favor; motion carried.

PB-09-07 – Kemp/Duffy (Super Seal) – Quaker Road – Realty subdivision & commercial site plan

 

 

ZBA REFERRALS:

 

Z-09-07 – Shepardson – 1117 Yellow Mills Road – Area Variance – Section 135 Schedule I (Attachment 1) – Front setback for pole barn – Board had the following concerns:  (1)  Confirmation from utility company regarding easement; (2) Alternate locations on some other portion of the property; (3) Third accessory structure (garage, shed, pole barn).

 

Z-10-07 – Wiegle/Kelly – 972 Alderman Road – Area Variance – Sections 135-61-B-3, B-5, D-2, D-3 – Accessory structure (riding ring/ barn) larger than allowed, accessory structure in side yard, street setback – Board discussed this being a corner lot (2 front setbacks) and the picture of the building did not match the elevations.  Board gave positive referral.

 

 

MINUTES:

 

A motion to approve the 06-11-07 minutes was made by Tom Morrison, seconded by Kevin Rooney.  All in favor; minutes approved.
