PLANNING BOARD

July 10, 2006

 

 

PRESENT:  Vice Chairman Mert Bartels, members Suzanne Airy, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Doug Allen.

 

Vice Chairman Bartels called the meeting to order at 7:30 p.m.  Motion made by Kevin Rooney, seconded by Brian Gagne, to waive reading the Legal Notice as it appeared in the Times.  All in favor; motion carried.

 

 

PUBLIC HEARINGS:

 

PB-06-06 – Weber – Haak Road – Two-lot subdivision & residential site plans – Motion made by Brian Gagne, seconded by Kevin Rooney, to open the public hearing.  All in favor; motion carried.  The property owner immediately to the east on Haak Road had questions regarding the survey done for this subdivision.  Their property dimensions were not changed, but the Macedon/Palmyra town line was 7 ft. inside their property instead of being the western property line as indicated on a survey done several years ago.  Dave Matthews, Matthews Consulting, explained how the line was established on the current survey.  There was no one else present to speak for or against this application.  Motion to close the public hearing made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.

 

PB-07-06 – Littlefield (Altom, LLC) – 1140 Route 31 – Commercial site plan – Mini-storage – Motion made by Brian Gagne, seconded by Tom Morrison, to open the public hearing.  All in favor; motion carried.  Applicant Thomas Littlefield was present.  There was no one else present to speak for or against this application.  Motion made by Brian Gagne, seconded by Kevin Rooney, to close the public hearing.  All in favor; motion carried.

 

PB-09-06 – Waste Management of NY, LLC/Robert James – 216 Route 31F – Realty subdivision – Motion made by Brian Gagne, seconded by Kevin Rooney, to open the public hearing.  All in favor; motion carried.  Jeff Kocian, District Manager for Waste Management, was present.  There was no one else present to speak for or against this application.  Motion made by Brian Gagne, seconded by Kevin Rooney, to close the public hearing.  All in favor; motion carried.

 

 

OLD BUSINESS:

 

PB-06-06 – Weber – Haak Road – Two-lot subdivision & residential site plans – Dave Matthews, Matthews Consulting, reviewed the plans.  Driveway sight distances for Lot 4 have been check, and placement as shown is correct.  Town Engineer’s letter was reviewed.  Floodplain elevation is 450 ft., and Lot 4 house is at least 3 ft. above floodplain.  Driveway is also above floodplain.  Appropriate note to be added to plan.  Trees along front will be retained wherever possible.  Wayne County Planning Board saw no adverse impacts.  Motion for negative SEQR declaration made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.  Motion made by Brian Gagne, seconded by Kevin Rooney, to grant preliminary & final subdivision & site plan approval subject to Town Engineer’s comments.  All in favor; motion carried.

 

PB-07-06 – Littlefield (Altom, LLC) – 1140 Route 31 – Commercial site plan – Mini-storage – Preliminary & final - Thomas Littlefield (Altom, LLC) explained a change from the previous submission.  The third storage building will be stepped out from 30 ft. to 40 ft. and then 50 ft. to allow deeper storage units.  Vehicle turning distances along that side were discussed.  All storage units to be 10 ft. wide, but varying depths; 116 units are planned.  Building facades will be split-face block and brick.  Motion made by Brian Gagne, seconded by Kevin Rooney, for negative SEQR declaration.  All in favor; motion carried.  Motion made by Kevin Rooney, seconded by Brian Gagne, to grant preliminary & final site plan approval.  All in favor; motion carried.

 

PB-09-06 – Waste Management of NY, LLC/Robert James – 216 Route 31 – Realty subdivision – Preliminary & final – Jeff Kocian, District Manager for Waste Management, was present on behalf of property owner Robert James.  The total property is 69.5 acres with 48 acres being sold to Waste Management.  Parcels immediately to the west & south of the James property are owned by Waste Management, and the company would like this acreage, which is wooded and wet, as additional buffering.  Motion made by Brian Gagne, seconded by Kevin Rooney, for negative SEQR declaration.  All in favor; motion carried.  Motion made by Kevin Rooney, seconded by Tom Morrison, to grant preliminary & final realty subdivision.  All in favor; motion carried.

 

PB-03-06 – Macedon Land Associates, LLC – Route 31/Macedon Parkway – Realty subdivision & commercial site plans (Shoppes at Macedon/Lowe’s) – Final – Ron Bronstein of Paradigm Development reviewed the plans.  Negative SEQR was declared on June 26, 2006, variances have been granted for parking, signs & building height, and Wayne County Planning Board has given a positive referral.  Plans are unchanged since the last Planning Board review.  Applicant will return to this Board prior to issuance of building permits for the restaurant and shops.  Construction of roadway & letter of credit were discussed.  Motion made by Brian Gagne, seconded by Kevin Rooney, to grant final subdivision and site plan approval per Resolution of 07-10-06.  All in favor; motion carried.

 

 

NEW BUSINESS:

 

PB-08-06 – Uetz – Route 350 – Residential site plan – Sketch – Dave Matthews was present to explain this application.  Town Engineer’s comments were reviewed.  Motion made by Kevin Rooney, seconded by Brian Gagne, to grant sketch plan approval.  All in favor; motion carried.

 

 

MINUTES:

 

Motion made by Kevin Rooney, seconded by Mark McEwen, to approve the 06-26-06 minutes.  All in favor; minutes approved.
