PLANNING BOARD

December 12, 2005

 

PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Mark McEwen, and Tom Morrison. Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen. Absent were Brian Gagne and Kevin Rooney.

Chairman Allen called the meeting to order at 7:30 p.m. Motion made by Mert Bartels, seconded by Tom Ferreri, to waive reading the legal notice as it appeared in the Times. All in favor; motion carried.

PUBLIC HEARINGS:

PB-17-05 - LeBarron/Uetz - 1809 Barnes Road - One-lot realty subdivision - Motion to open the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried. Applicants James & Ruth Uetz were present. There was no one else present to speak for or against this application. Motion to close the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

PB-18-05 - Parkwood Heights, LLC - Parkwood Drive - Site plan - Two-family residential cottage - Motion to open the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried. Mark Welker of Parkwood Heights and Bob Bringley of Parrone Engineering were present to explain this application. There was no one else present to speak for or against this application. Motion to close the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

OLD BUSINESS:

PB-17-05 - LeBarron/Uetz - 1809 Barnes Road - One-lot realty subdivision - Preliminary & final - With permission from LeBarron, Ruth & James Uetz are requesting a realty subdivision. This is a sale between adjoining neighbors. The 2-acre parcel sub-divided from LeBarron will be merged with the adjoining Uetz property. Motion for negative SEQR declaration made by Tom Ferreri, seconded by Mert Bartels. All in favor; motion carried. Motion to grant one-lot realty subdivision made by Tom Ferreri, seconded by Mert Bartels. All in favor; motion carried.

PB-18-05 - Parkwood Heights, LLC - Parkwood Drive - Site plan - Two-family residential cottage - Preliminary & final - Bob Bringley, Parrone Engineering, explained the plan for a duplex rental cottage, with one side used as a "model" for future units. Site plan for those units will be submitted after January 1st. Each duplex unit will be 1250-1290 sq. ft. with attached one-car garage. Construction will be slab-on-grade with a mechanical room located in the garage. Landscaping will be similar to existing houses. Sewer main will be brought from the roadway, and a lateral added to handle this unit. Sewer line and utilities will be dedicated. Storm sewers will be redesigned and relocated. Driveways will be 25 ft. with additional communal guest parking areas provided. Applicant would like to begin construction as soon as possible. No new SEQR required as this is within the scope of the original site plan. Motion made by Mert Bartels, seconded by Tom Morrison, to grant preliminary & final site plan approval for a duplex cottage. All in favor; motion carried.

PB-05-05 - Hartnagel/LNB Enterprises - 2520 Route 31 - Mini-storage site plan - Preliminary & final - James & Elaine Hartnagel asked the Board to hear this unscheduled item. The applicants presented a revised site plan requested by the Board at the 10-10-05 meeting. The new plan showed work already completed and work proposed. Discussion of the plan included rental truck storage, plantings, fencing and gates. Motion for negative SEQR declaration made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried. Motion made by Tom Morrison, seconded by Mert Bartels, to grant preliminary & final site plan approval subject to the following conditions: (1) Outside storage of vehicles will be limited to rental vehicles only, with a maximum of six (6) trucks/trailers; (2) Fence will be installed on all four sides of the property; (3) Tree plantings will be extended with plant spacing 7 ft. apart (across front & east side); (4) Fence gate will be chain link in summer and swing gate in winter (to facilitate snowplowing). All in favor; motion carried.

PB-11-05 - DeHollander - Pannell Road - 3-lot realty subdivision & single-family residential site plans - Final - Off-site drainage issues were discussed. Highway Supervisor, Town Engineer, applicant and adjoining property owner (south side of Pannell Road) have agreed on this drainage project (Town Engineer letter of 11-28-05 and applicant response of 12-08-05). On-site drainage was then reviewed (north side of Pannell Road). Applicant plans to eliminate one section of pipe and install a swale. It was noted the sides of the swale must be gentle enough to allow for mowing. A detention pond to slow the water flow was discussed (behind Lots 1, 2, 3). Motion for negative SEQR declaration made by Mert Bartels, seconded by Mark McEwen. Motion to grant final approval for 3-lot realty subdivision and site plan (Phase 1) subject to conditions in 11-28-05 and 12-08-05 letters. All in favor; motion carried.

MINUTES:

Motion made by Mert Bartels, seconded by Tom Ferreri, to approve the 11-28-05 minutes. All in favor; minutes approved.
