PLANNING BOARD

October 24, 2005

 

PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Brian Gagne, Mark McEwen and Tom Morrison. Also present was Town Engineer Scott Allen. Absent were Kevin Rooney and Councilman Ken Nawrocki.

Chairman Allen called the meeting to order at 7:30 p.m.

 

OLD BUSINESS:

PB-13-05 - Warters - Victor Road - Single-family residential site plan - Preliminary & final - Dave Matthews, Matthews Consulting, was present on behalf of the applicant. This is a 14.5 acre parcel on Victor Road with the house to be located approximately 2,000 ft. back from the road. Driveway will have a maximum 12% grade and minimum 15 ft. width. Motion for negative SEQR declaration on this single-family site plan made by Brian Gagne, seconded by Mark McEwen. All in favor; motion carried. Motion to grant preliminary and final single-family site plan approval made by Brian Gagne, seconded by Tom Morrison. All in favor; motion carried.

PB-14-05 - Waterford Land Development LLC (Hidden Woods Section 1) - Wayneport Road - Realty subdivision & residential site plans - 15 lots - Bob Cantwell and Linc Swedrock of BME Associates were present on behalf of the applicant. Sewer easements for the existing houses along Wayneport Road were discussed. The proposed easement will be along the east side of the project where it adjoins the Wayneport Road houses. Sewer line will be run to the easement with a stub in each direction, and the Wayneport Road houses will be included in the sewer district. Motion made by Brian Gagne, seconded by Tom Morrison, to accept developer's plan (September, 2005) as meeting the obligation to provide sewer to the frontage lots along Wayneport Road. Roll vote: Bartels - yes; Ferreri - yes; Gagne - yes; McEwen - yes; Morrison - yes; Allen - yes. Therefore, this motion is carried.

Lot layouts and trail easements were discussed. The trail easement will follow the drainage easement south to the old trolley bed and along the sewer easement north to Route 31. Trail will be topped dressed with stone dust to Route 31. Trail and drainage pond will be built as part of Phase 1. Total build-out could be spread over three years. Earth movement and fill were discussed. Each of the three sections should balance out.

Fill for the entrance and crossings will come from the pond.

Mr. Cantwell indicated comments have been received from Marty Aman at Wayne County Water & Sewer Authority. Town Engineer's comments will be provided prior to the next meeting.

 

LOG-INS:

PB-15-05 - Kohmescher-Honan - West Walworth Road - 3 lot realty subdivision - Several concerned neighbors were present with questions regarding debris on the property, ditching/drainage easements and size of the lots (width to depth waiver required from Town Board).

PB-16-05 - Park Woods, LLC/Pecora - Canandaigua Road - 2 lot realty subdivision - This is a land swap of 4.8 acres from Pecora to Park Woods and 7.0 acres from Park Woods to Pecora. Park Woods intends to have the new 4.8 acres rezoned to TPD and added to Parkwood Heights.
