PLANNING BOARD

September 13, 2004

 

PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Mark McEwen and Tom Morrison. Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen. Absent were Brian Gagne and Kevin Rooney.

Chairman Allen called the meeting to order at 7:35 p.m. Motion was made by Mert Bartels, seconded by Tom Ferreri, to waive reading the legal notice as it appeared in The Times. All in favor; motion carried.

PUBLIC HEARINGS:

PB-34-02 – Seely – Spruce Run (Lot 6) – Site plan – Preliminary & final – Motion made by Tom Ferreri, seconded by Mert Bartels, to open the public hearing. All in favor; motion carried. Joe Pullen was present on behalf of the applicant. There was no one else present to speak for or against this application. Motion to close the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

PB-23-04 – Donaldson – Eddy Road – One lot subdivision & site plan – Single family residence – Motion to open the public hearing made by Tom Ferreri, seconded by Mert Bartels. All in favor; motion carried. Mike Sponable was present on behalf of the applicant. There was no one else present to speak for or against this application. Motion to close the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

 

OLD BUSINESS:

PB-34-02 – Seely – Spruce Run (Lot 6) – Site plan – Preliminary & final – Joe Pullen, P.E., explained this is a 2-acre parcel zoned AR-40. NYS Dept. of Health objected to prior submission due to depth of fill used for the septic system (36" vs. 30" allowed). Fill has now been in place for one year. Final approval is subject to Health Dept. approval. Perc rates on plan were in error and will be corrected on mylar. Grading plan shows fill will be needed around the house. Motion for negative SEQR declaration made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried. Motion to grant preliminary & final site plan approval made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

PB-23-04 – Donaldson – Eddy Road – One-lot subdivision & site plan – Preliminary & final – Mike Sponable representing Matthews Consulting explained this one-lot subdivision and site plan for a single-family residence. Lot is on Eddy Road, approximately 280 ft. west of Mill Road. Town Engineer's comments were reviewed. Motion for negative SEQR declaration made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried. Motion to grant realty subdivision and preliminary & final site plan approval made by Tom Ferreri, seconded by Mert Bartels. All in favor; motion carried.

 

NEW BUSINESS:

PB-26-04 – Guilliams – Yellow Mills Road – Site plan – Single family residence – Sketch – This parcel was created by subdivision in 1997, and ownership is being transferred between relatives. Perc tests and deep hole appear satisfactory. Motion to grant sketch plan approval made by Mark McEwen, seconded by Mert Bartels. All in favor; motion carried.

PB-27-04 – Curry – 2471 Walworth Road – Home Occupation – Tracey Curry explained her request for a sewing/alterations business at her home. She had a similar endeavor in Palmyra. Traffic to her home would be minimal, and there is ample parking for up to six (6) cars in her driveway. At this time she does not anticipate the need for a business sign. Motion to approve this home occupation made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

Tom Morrison entered the meeting at 7:54 p.m.

PB-14-04 – Lanni – Magog Road – One-lot subdivision & site plan – Single family residence – Sketch – This is the reconfiguration of a previous submission (withdrawn by Mr. Lanni in July, 2004). It is a flag lot of 3.2 acres. Driveway slope was discussed. Engineering note on plan indicates slope will not exceed 12%, which is maximum allowed. Motion to grant sketch plan approval made by Tom Morrison, seconded by Tom Ferreri. All in favor; motion carried.

 

MINUTES:

The 8-23-04 minutes could not be approved due to lack of proper quorum.
