PLANNING BOARD

PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney. Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen.

Chairman Allen called the meeting to order at 7:32 p.m. Motion made by Brian Gagne, seconded by Mert Bartels, to waive reading the Legal Notice as it appeared in the Times. All in favor; motion carried.

 

PUBLIC HEARINGS:

PB-08-04 – Senftleben – Wayneport Road – Site plan – Single family residence – Motion made by Mert Bartels, seconded by Brian Gagne, to open the public hearing. All in favor; motion carried. Dave Matthews, Matthews Consulting, was present on behalf of the applicant. No one else was present to speak for or against this application. Motion made by Brian Gagne, seconded by Mert Bartels, to close the public hearing. All in favor; motion carried.

PB-16-04 – Hilton – Walworth Road – One-lot subdivision & site plan – Single family residence – Motion made by Mert Bartels, seconded by Brian Gagne, to open the public hearing. All in favor; motion carried. Dave Matthews, Matthews Consulting, was present on behalf of the applicant. No one else was present to speak for or against this application. Motion made by Brian Gagne, seconded by Mert Bartels, to close the public hearing. All in favor; motion carried.

PB-18-04 – Karalia – Farmington Road – One-lot subdivision & site plan – Single family residence – Motion made by Brian Gagne, seconded by Mert Bartels, to open the public hearing. All in favor; motion carried. Bob Seeley, Kreiling Associates, and Mark Karalia were present to speak in favor of this application. No one else was present to speak for or against this application. Motion made by Mert Bartels, seconded by Brian Gagne, to close the public hearing. All in favor; motion carried.

PB-21-04 – LeFrois Development (Constellation Energy) – Research Forest – Site plan – Commercial/Industrial – Motion made by Brian Gagne, seconded by Mert Bartels, to open the public hearing. All in favor; motion carried. Duncan Jackson of MRB Group, Rich LeFrois of LeFrois Construction and Boyd Shearer & Peter Polfleit of Constellation Energy were in attendance on behalf of the applicant. Byron Kalucki, 3163 Canandaigua Road, a neighbor of this project, was also present. There was no one else to speak for or against this application. Motion made by Brian Gagne, seconded by Kevin Rooney, to close the public hearing. All in favor; motion carried.

PB-22-04 – Amesbury – West Walworth & Frey Roads – Three-lot resubdivision – Motion made by Brian Gagne, seconded by Kevin Rooney, to open the public hearing. All in favor; motion carried. Glenn Amesbury was present to explain his application. No one else was present to speak for or against this application. Motion made by Brian Gagne, seconded by Kevin Rooney, to close the public hearing. All in favor; motion carried.

 

OLD BUSINESS:

PB-08-04 – Senftleben – Wayneport Road – Site plan – Single family residence – Preliminary & final – Applicant was represented by Dave Matthews, Matthews Consulting. This is a one-lot site plan (6.8 acres). House is positioned approximately 360 ft. back from the road. County highway permit will be required for the driveway. Garage size needs to be less than the size of the house. Motion for negative SEQR declaration made by Brian Gagne, seconded by Kevin Rooney. All in favor; motion carried. Motion for site plan approval made by Kevin Rooney, seconded by Brian Gagne. All in favor; motion carried.

PB-16-04 – Hilton – Walworth Road – One-lot subdivision & site plan – Single family residence – Preliminary & final – Applicant was represented by Dave Matthews, Matthews Consulting. He explained this property (Hilton) is part of farmland conservation. As such, a certain number of building lots may be reserved for the use of heirs. Applicant is a granddaughter. House setback is 120 ft. to line up with barn on adjoining parcel. County highway permit will be required for the driveway. Motion for negative SEQR declaration made by Mert Bartels, seconded by Brian Gagne. All in favor; motion carried. Motion made by Brian Gagne, seconded by Kevin Rooney, to grant subdivision and preliminary/final site plan approval. All in favor; motion carried.

PB-18-04 – Karalia – Farmington Road – One lot subdivision & site plan – Single family residence – Preliminary & final – Bob Seeley, Kreiling Associates, explained this is a 1.3 acre parcel being subdivided & passed from father to son. Town Engineer's comments indicated change in driveway width, labeling of culvert length & need for additional signature line (Highway Supervisor) on plan. Motion for negative SEQR declaration made by Brian Gagne, seconded by Kevin Rooney. All in favor; motion carried. Motion made by Brian Gagne, seconded by Kevin Rooney, to grant subdivision and preliminary/final site plan approval subject to engineering comments. All in favor; motion carried.

PB-21-04 – LeFrois Development (Constellation Energy) – Research Forest – Site plan – Commercial/Industrial – Preliminary & final – Duncan Jackson, MRB Group, and Rich LeFrois, LeFrois Development, presented their site plan for a 19,000 sq. ft. building on a 7+ acre parcel. Property drains to the northwest, and a storm water management area is planned in the northwest corner. Building site has been moved 50 ft. east from the property line to increase buffering on the west side. Plan has been revised to reflect the Town Engineer's comments. Landscaping & lighting issues were then addressed. Adjacent property owner (Nichols) would like to see existing birch trees relocated. This could be done; however, due to the season, the relocated trees would not survive. Developer proposes evergreens along the length of the building and to the end of the parking lot. Trees along Gananda Parkway will not be disturbed. Plantings shown around building are satisfactory. Tom Morrison asked if deciduous trees (oaks and/or maples) could be used in the front for variety and if screening around the parking lot could be added. Changes will be made to the plan accordingly. Wherever possible existing vegetation will be left. Lighting will be high-pressure sodium with dusk-to-dawn lights on the building. Parking lot lights will shut down late in the evening. An energy management system will be used. SEQR was amended for the increase in building size to 19,000 sq. ft. Motion for negative SEQR declaration made by Mert Bartels, seconded by Kevin Rooney. All in favor; motion carried. Board/engineering comments: (1) Grade 25 ft. from west property line; (2) Add evergreens (6 ft. pines) on west side; (3) Add landscaping in upside of swale toward PDI; (4) Front trees to be deciduous instead of evergreen; (5) Lights to be high-pressure sodium with building lit dawn to dusk, parking lot lit as necessary. Motion made by Brian Gagne, seconded by Kevin Rooney, to grant site plan approval subject to written engineering comments and additions made during meeting. All in favor; motion carried.

PB-22-04 – Amesbury – West Walworth & Frey Roads – Three-lot resubdivision – Glenn Amesbury explained this is a reconfiguration of two (2) existing lots containing three (3) residences into three (3) lots, each containing a residence. Zoning is General Commercial which does not have any residential standards. These lots are pre-existing, non-conforming. The proposed configuration is a more logical division of the properties and where possible meets residential code setbacks. Motion for negative SEQR declaration made by Tom Morrison, seconded by Mert Bartels. All in favor; motion carried. Motion to grant realty subdivision from two (2) parcels into three (3) made by Tom Morrison, seconded by Kevin Rooney. All in favor; motion carried.

 

NEW BUSINESS:

PB-23-04 – Donaldson – Eddy Road – Sketch – One-lot subdivision & site plan – Single-family residence – Dave Matthews, Matthews Consulting, explained this proposal. Subdivided parcel is for a relative of the current owner. Under-drains will be installed as well as possible berms and/or swales for drainage. Motion to grant sketch approval made by Kevin Rooney, seconded by Brian Gagne. All in favor; motion carried.

PB-25-04 – Altom, LLC – 1140 Route 31 (Secor Lumber) – Sketch – Site plan – Retail hardware – Tom Littlefield, owner of the parcel, and Brian Secor & John Robert from Secor Lumber were present to explain their proposal. This will be a 10,708 sq. ft. retail hardware store located west of Macedon Commons Plaza. Signs are proposed on the north & east facades of the building and a pylon sign at the northeast corner of the property. Building will have split face block on the north & east sides with plain block on the south & west sides. January 1st is target date for occupancy. Motion to grant sketch approval made by Kevin Rooney, seconded by Brian Gagne. All in favor; motion carried.
