PLANNING BOARD MINUTES

January 13, 2003

MEMBERS PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Mark McEwen, Tom Morrison, Kevin Rooney. Also present were Town Engineer Scott Allen and Town Councilman Ken Nawrocki. Absent was member Brian Gagne.

Meeting was called to order by Chairman Allen at 7:30 p.m. Motion made by Mert Bartels, seconded by Kevin Rooney, to waive the reading of the Legal Notice as it appeared in the Times. All in favor; motion carried.

PUBLIC HEARING:

PB-34-02 - Spruce Run Section 2 - Spruce Run Road - 3 lot subdivision & site plan

Motion made by Tom Ferreri, seconded by Kevin Rooney, to open the public hearing. All in favor; motion carried. Joe Pullen, representing the applicant Madonna Seeley, was present to speak in favor of this application. No one else was present to speak for or against this application. Motion to close the public hearing made by Mert Bartels, seconded by Tom Ferreri. All in favor; motion carried.

OLD BUSINESS:

PB-34-02 - Spruce Run Section 2 - Spruce Run Road - 3 lot subdivision & site plan - preliminary & final - Town Engineer's Review Letter, gravel turnaround and gravel extension beyond Lot 8 to allow for snowplowing were discussed. Regarding the turnaround, Tom Morrison suggested an escrow fund to guarantee paving. It was noted the addition of future lots would require a completed cul de sac. A two-year timetable with a letter of credit was suggested for the completion of the project and/or paving of the turnaround. Motion made by Tom Morrison, seconded by Mert Bartels, for negative SEQR declaration. All in favor; motion carried. Motion made by Tom Morrison, seconded by Kevin Rooney, to grant preliminary & final approval on this application subject to the Engineering Review Letter, extension of turnaround and Letter of Credit. All in favor; motion carried.

PB-21-02 - Gananda Partnership - Pheasant Run - Phase I - Matt Wing, Parrone & Associates, and Mark Ward, Home Properties, were present to participate in the discussion of Part 2 SEQR. Areas where further input would be required were reviewed.

Other drainage issues for Hance Road/Evergreen Hills were discussed.
